BACKGROUND AND PURPOSE OF THEASSIGNMENT
The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situation; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries.
The WFP South Sudan Logistics CBT team based in Juba provides support and capacity strengthening to all Field Offices, focussing in particular on those where Cash Based Transfers (CBT) is among the delivery modalities during sudden onset emergencies as well as for static populations, for provision of school meals and nutrition support, as well as in support of resilience programmes for livelihoods building.
Under the supervision of the Head of Logistics Contracting team, the incumbent will provide specialized support for both CBT operations in the area of coverage, ensuring efficient, secure, and accountable delivery of assistance. For this role, extensive experience in the implementation of CBT, market interventions, digital innovative development and implementation as well as food systems is essential.
ACCOUNTABILITIES & RESPONSIBILITIES
The Logistics Associate (CBT) reports to the Logistics Officer (Contracting/CBT). He/she will be responsible for the following duties.
1. Contribute to the development and implementation of supply chain plans and procedures, in line with WFP supply chain strategy.
2. Assess structure and capacity of the local retail sector to deliver in-direct food assistance both in regular and emergency operations.
3. Conduct early warning and risk assessment of food supply chains, supply chain mapping, and assess market capacity and elasticity.
4. Network with supply chain stakeholders to validate collected data on supply chain and market and supply corridor alerts.
5. Build and develop productive relationships with the retail network in locations with active WFP contracted retailers.
6. Manage and resolve complaints, concerns and provide feedback from WFP contracted retailers.
7. Manage and assess retailers’ performance against key performance indicator targets.
8. Control and build retailers’ capacity on food storage and handling techniques, pest management and rodent control as required.
9. Undertake field missions to support Area Offices in CBT and Food Systems related activities.
10. Perform other related tasks as required.
Required Education
Completion of secondary school education. University degree in one or more of the following disciplines is preferable but not mandatory: Logistics and Supply Chain Management, Business Information Technology, Information Technology, Project Management or similar.
Experience
- Minimum of 6 years post-secondary experience in humanitarian operations in the field of logistics or supply chain, including 3 years of relevant experience in CBT activities.
- Experience in stakeholder coordination and networking with supply chain actors (private sector, local authorities, partners) is essential
- Experience managing contracted retailers/vendor relationships, including communication, issue resolution, and feedback loops.
- Demonstrable experience of working in complex emergency settings and in complex institutional environments.
- Experience utilizing computers, including word processing, spreadsheet, and other WFP systems.
- Experience in data management and analysis.
Required Knowledge & Skills
- Analytical skills, ability to produce thorough reports and basic recommendations.
- Strong initiative, coordination skills and ability to work within logistics operations in deep field locations.
- Ability to negotiate with local authorities and other external stakeholders.
- Proficient in Microsoft Office applications (Excel, Word, and PowerPoint).
Languages
- Fluency in both oral and written communication in English and Arabic.
- Knowledge of another locally used language is an advantage.
The recruitment / VA will also serve as a roster for lower grade level and other short-term contract modality, possible placement in different duty stations, in case of future operational need.
