WFP Lebanon Country Office is seeking a Supply Chain Officer with strong technical expertise, leadership capabilities, and stakeholder management skills to lead complex supply chain operations and contribute to strategic planning and operational decision-making in coordination with internal and external stakeholders.

The Supply Chain Officer reports directly to the Country Director and serves as the Head of Supply Chain Unit for WFP Lebanon Country Office. The role provides strategic oversight, coordination, and leadership across the Logistics, Procurement, and Food Safety & Quality (FSQ) pillars, ensuring an integrated end-to-end supply chain approach aligned with corporate standards, regional priorities, and country operational objectives.

The incumbent is responsible for ensuring operational effectiveness, cross-functional integration, compliance, risk management, and performance management across all supply chain functions. The role also supports service provision requirements for partners and contributes to operational readiness and emergency response capacities when required.

Job Purpose:

To provide strategic and operational leadership, oversight, and coordination of integrated supply chain operations across Procurement, Logistics, Food Safety & Quality (FSQ), Retail, and, when activated in-country, Logistics Cluster and Humanitarian-Military Interaction (HMI) activities.

The incumbent is responsible for ensuring efficient, compliant, and cost-effective delivery of supply chain operations and services, while maximizing the effective utilization of resources to support programme objectives, partner requirements, and beneficiary needs.

The role maintains close coordination with Programme Units, Regional Office, HQ stakeholders, government counterparts, UN agencies, NGOs, and private sector partners to ensure timely delivery of goods and services in compliance with WFP regulatory frameworks and operational standards.

The incumbent also ensures that supply chain strategies and operational planning remain responsive to contextual and programme requirements, safeguarding the quality and safety of assistance while ensuring dignified and equitable delivery to vulnerable populations.

In addition, the role oversees the alignment of supply chain capabilities, operational planning, and service provision models to support both in-kind and cash-based interventions, including on-demand services and partner support requirements where applicable.

Key Responsibilities (not all-inclusive, nor exhaustive):

Within delegated authority and under the direct supervision of the Country Director, the Supply Chain Officer will be responsible for the following generic duties:

  • Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.

  • Provide substantive contributions to country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.

  • Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.

  • Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.

  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.

  • Build and maintain productive partnerships with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.

  • Build and maintain productive partnerships with supply chain counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge contributing to coordinated and cost-effective supply chain operations.

  • Provide technical contribution to market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.

  • Support management of supply chain operations, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.

  • Support the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.

  • Support management of service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations.

  • Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.

  • Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries.

  • Contribute to preparedness actions and support quick emergency response to deploy food and resources at the onset of the crisis.

  • Other as required.

Furthermore, the Supply Chain Officer will undertake the following specific duties:

  • Lead the Supply Chain Unit, with a strong focus on logistics operations, ensuring integration across Procurement, Logistics, FSQ, and supply chain support to cash-based interventions, in line with WFP strategies and country priorities.

  • Oversee the planning, coordination, and performance of end-to-end logistics operations, including storage, transport, distribution networks, warehousing, fleet operations, last-mile delivery systems, and related service provision, ensuring efficient, reliable, scalable, and cost-effective delivery of assistance and services.

  • Oversee the management of logistics service providers, including transporters, warehouse operators, and port operations, ensuring safe, timely, and efficient operational execution.

  • Ensure effective logistics and supply chain planning processes, including pipeline management across in-kind and cash-based programmes, capacity planning, market-informed approaches, and alignment with operational requirements.

  • Ensure robust monitoring of logistics and supply chain performance, including KPIs, service delivery levels, cost efficiency, operational risks, market assessments, and supply chain analytics, to support continuous improvement and evidence-based decision-making.

  • Ensure compliance with corporate policies, procedures, and regulatory frameworks across all supply chain pillars, including budgeting, risk management, internal controls, loss prevention, and audit readiness.

  • Ensure food safety and quality standards are embedded across logistics and supply chain operations, including storage, handling, and transport activities, safeguarding beneficiary health and supply chain integrity.

  • Coordinate with relevant partners, including financial service providers where applicable, to support coherent service provision and common operational approaches.

  • Ensure preparedness and readiness of logistics and supply chain systems for emergency response, including scalable solutions supporting both in-kind delivery and cash-based interventions

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least three (03) years of postgraduate professional experience in Supply Chain, Logistics or other related areas.

Language: Fluency (level C) in English and Arabic languages

Required Skills and Knowledge:

  • Experience in leading and supervising teams

  • Experience in coordinating and delivering integrated supply chain operations across multiple functions and stakeholders, including partners

  • Experience in planning and optimizing logistics networks and supply chain systems

  • Experience in partner engagement and delivery of client-oriented supply chain services

  • Experience in translating strategy into effective operational planning and implementation of end-to-end supply chain solutions

  • Strong analytical and conceptual skills
