BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP works in Honduras to foster and protect livelihoods and human capital, while addressing the root causes of hunger and poverty and addressing the basic needs of the most vulnerable populations in crisis situations in close collaboration with the Government and other partners in the country.

The WFP has been present in Honduras since 1970, reaching nearly 1.5 million beneficiaries annually. The WFP has a strong presence in the field, with offices and logistics structure in Tegucigalpa, Comayagua, Marcala, Santa Rosa de Copan, Choluteca, San Pedro Sula, La Ceiba, Gracias a Dios and Puerto Lempira.

The job holder will be working in partner management, the financial volume, and donor requirements (OCHA RhPF, US, ECHO, among others) to demand specialized strategic leadership. In line with WFP’s Global Assurance Framework, which prioritizes control, transparency, and risk management, the engagement of an international consultant is justified to strengthen governance, compliance, and WFP’s positioning.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Lead the comprehensive management of the NGO partnership process, ensuring that all review, registration, and due diligence procedures are followed in a timely manner.

2. Develop Standard Operating Procedures (SOPs) for NGO partnership management (ensuring the standardization of templates, formats, report, and costing allocation) and ensure they are regularly updated/reviewed to reflect any new changes in corporate guidelines.

3. Coordinate capacity-strengthening activities for partner NGOs.

4. Develop performance evaluations of implementing partners, spot checks, micro-evaluations, and audits – and develop improvement plans while following up on their implementation.

5. Act as the Office’s focal point with regional and global NGO Partnerships teams and provide guidance within the country office on NGO partnership processes and guidelines.

6. Guide implementing partners to meet relevant partner selection processes and budget plans on time and with quality, ensuring sustainable partnership management, alignment with WFP guidelines, and with their supervisor.

7. Develop and update a monthly requirement plan and fund analysis for FLAs to ensure fund availability and reservation, cost-efficiency analysis of implementation, and tracking of FLA consumption, In coordination with programmes and partnerships, and in alignment with the supervisor.

8. Ensure accurate and timely monitoring and recording of data, documents, and programmatic, administrative, and financial transactions related to FLAs and partners in WFP corporate systems (UNPP, COMET, WINGS, etc.) and other platforms and support timely updates of tools and formats in compliance with corporate standards.

9. Coordinate with internal and external counterparts (e.g., local authorities, implementing partners, and other UN agencies) an effective collaboration in planning and implementing assigned activities and processes, and highlight potential risks for proper management.

10. Provide guidance to unit staff, as required, acting as a reference point and supporting them with analysis and consultations; actively contributing to teamwork within the NGO Partnerships sub-unit and the Programmes Unit.

11. Other as required.

Education:

Advanced University degree in Development/Project Management, Business Administration, Social Sciences, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Food Security, Social Sciences or other field relevant to international development assistance.

Experience:

  • At least 6 years of professional experience in the UNCS, public or private sector.
  • Experience leading program implementation.
  • Proficiency in basic Microsoft Office tools (Word, PowerPoint, and Excel).
  • Demonstrable experience in strengthening capacity with government and partners, leading training and projects with counterparts.
  • Excellent communication skills and ability to communicate complex data in a simple manner.
  • Solid analytical, research, and problem-solving skills.
  • Effective and timely interaction with colleagues and concerned parties internally and externally.
  • Proactive, independent, with the ability to plan and organize work efficiently in meeting commitments, meeting deadlines, and achieving results.

DESIRED SKILLS

  • Knowledge of WFP assistance modalities and cooperating with partners' management processes are highly desirable.
  • Experience implementing protection, accountability to affected population and/or gender programming is desirable.
  • Conflict management in the personal and professional sphere.

Languages:

Fluency (level C) in Spanish language.

Fluency (level C) in English language.
