Background
In line with the Mission’s ongoing efforts to enhance the capacity of and collaboration between various actors responsible for the protection and promotion of human rights, including the rights of national minorities, the Mission supports the efforts of the Ministry of Education and Research of the Republic of Moldova within the framework of implementing national policies to promote Holocaust remembrance and foster a culture of tolerance. In this respect, the Ministry has initiated an impact evaluation of the Action Plan for 2017–2019 and the Action Plan for 2021–2024 on Promoting Holocaust Remembrance and a Culture of Tolerance, aimed at combating racism, antisemitism, anti-Gypsyism, xenophobia, and other forms of intolerance and the development of a new policy document for the Promotion of Holocaust Remembrance and a Culture of Tolerance for 2027–2030. This new document will incorporate international recommendations and best practices in line with the country’s ongoing European integration efforts.
Objective of Assignment
The Human Dimension Programme seeks to contract a Local Expert on policy evaluation and development to lead:
1. T he assessment of the Action Plans on Holocaust Remembrance and a Culture of Tolerance for 2017-2019 and 2021-2024; 2. T he development of a new policy document for 2027-2030.
The expert is expected to dedicate up to 60 work days for both tasks between May and October 2026.
Duration of Assignment
60 days, in the period from May to December 2026.
Tasks and Responsibilities
Under the overall supervision of the Human Dimension Programme Manager, the successful candidate will be tasked with the following duties:
Leading the assessment of the Action Plans on Holocaust Remembrance and a Culture of Tolerance for 2017-2019 and for 2021-2024 (up to 20 days); Supporting the development of a new policy document for the Promotion of Holocaust Remembrance and a Culture of Tolerance for 2027–2030 (up to 40 days).
Deliverables
1. Draft an Inception Note outlining methodology, work plan, and evaluation framework; 2. Review and analyze relevant policy documents, legal frameworks, reports, and monitoring data related to the implementation of the Action Plans; 3. Assess progress toward stated objectives and results, including the effectiveness of implemented measures; 4. Analyze the contribution of the Action Plan to combating antisemitism, racism, anti-Gypsyism, xenophobia, and other forms of intolerance; 5. Identify institutional, operational, and contextual challenges affecting implementation; 6. Document good practices and transferable lessons learned; 7. Organize qualitative interviews as needed and facilitate consultative workshops with public authorities, civil society representatives and other relevant stakeholders in co-ordination with the Ministry; 8. Draft the Evaluation Report on the implementation and impact of the Action Plans, incorporating feedback from the Ministry and stakeholders. 9. Provide analytical input for the development of the new policy document, including proposed objectives, priority areas, and strategic directions; 10. Ensure alignment with relevant international standards (e.g. EU Strategy on Combating Antisemitism and Fostering Jewish Life (2021–2030), EU Anti-Racism Strategy (2026–2030)); 11. Advise on result frameworks, indicators, and monitoring mechanisms for the new document; 12. Facilitate consultative workshops with public authorities, civil society representatives and other relevant stakeholders in co-ordination with the Ministry; 13. Participate in cost estimation for new Programme implementation by aggregating data provided by relevant institutions; 14. Support drafting a new policy document for 2027–2030, incorporating feedback from the Ministry and stakeholders.

Necessary Qualifications
Advanced university degree in law, human rights, education, international relations, public policy, social sciences or other relevant fields; Proven experience in policy evaluation, particularly in the areas of human rights, anti-discrimination, or education policy; Proven expertise in the field of equality, non-discrimination and human rights in the Republic of Moldova; Demonstrated knowledge of Holocaust remembrance, combating antisemitism and racism, and European/international policy frameworks; Experience working with public institutions and civil society stakeholders; Excellent analytical, drafting, and facilitation skills; Experience working with the Ministry of Education and Research is considered an asset; Excellent written and spoken Romanian, good knowledge of Russian and English; Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
