Background

The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking, and other threats; to support the country’s socio-economic and civil society development; to help protect the country’s environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The Co-ordinator’s activities are carried out on the basis of jointly developed programmes and projects. The incumbent reports directly to the Head of Office (HoO) and supports the visibility of the Office’s activities implemented in co-operation with the Host Government and civil society in Uzbekistan. In close co-ordination with programmatic staff, the incumbent contributes to enhancing public awareness of official meetings and events such as roundtables, trainings, and conferences aimed at strengthening national capacities and supporting the implementation of OSCE commitments. Through strategic use of social media and other communication tools, the role promotes transparency, and highlights progress across key areas of engagement.

Tasks and Responsibilities

Under the overall and direct supervision of the Head of Office, the successful candidate will be tasked with the following duties: 1. Maintaining and administering the PCUz official webpage and social media accounts, including current corporate Facebook, X/Twitter, Telegram and other platforms on a regular basis to enhance public engagement and visibility, and ensuring the target audience is reached and interactively engaged. 2. Co-ordinating and finalizing creative, high-quality content for social media platforms targeting specific audiences (texts, graphics, multimedia, etc.) based on inputs from the programmatic units. Posts are published in English, Uzbek, and Russian; supporting the Office to ensure full compliance with OSCE visibility guidelines; 3. Maintaining contacts with the relevant Uzbekistan media; drafting press releases and other information materials to the media; organizing and supporting press briefings; liaison with COMMS team in OSCE Secretariat in Vienna; co-ordinating joint communication materials and activities with national and international partners. 4. Supporting development of the PCUz communication strategy and monitoring its implementation. 5. Accompanying the HoO as required, providing consecutive interpretation and supporting media relations during events. 6. Acting as back-up for the HoO’s executive assistant during his/her absences; Performing other related tasks as assigned.

Education

-Completed secondary education, as well as specialized training in the field of Media and Communications, Journalism or other relevant areas

Experience and knowledge/skills

- A minimum of 6 (six) years of working experience as a Communications Specialist, Communications Assistant or a similar role;- Proven experience managing and creating content for websites and social media platforms (Facebook, X/Twitter, Telegram, etc.).- Ability to conduct research and collect information from a variety of sources- Ability to draft press releases, media and other communication materials.- Excellent communication abilities (oral and written);- Proven ability to contribute effectively to a multicultural team environment while promoting a collaborative and inclusive team spirit;- Strong attention to detail;- Computer literacy with experience in Word, Excel, PowerPoint, etc. Experience with an ERP software is an asset.- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Languages

Excellent oral and written communication skills in English, Uzbek and Russian languages

Remuneration Package

Monthly remuneration, subject to social security deduction, is USD 1390.00 as per the relevant OSCE salary scale. Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment. Please be aware that OSCE appointments are subject to medical clearance. The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
