Purpose of the Consultancy
WHO is seeking a consultant to support injury prevention priorities in the Western Pacific Region, including road safety and drowning prevention.
The consultant will support the WHO Regional Office for the Western Pacific and Member States in strengthening evidence, policies and programme implementation aimed at reducing injuries and their associated risk factors. This will include supporting regional analysis, technical outputs and country-level activities to advance evidence-based interventions for injury prevention, including road safety and drowning prevention.
The consultancy will contribute to strengthening regional collaboration, improving the use of injury-related data, and supporting Member States in implementing effective policies and interventions to reduce injury-related mortality and morbidity.
Background
Injuries remain a major public health challenge in the WHO Western Pacific Region, causing a substantial burden of premature mortality and disability. Major causes include road traffic injuries, falls, drowning, poisoning, burns and interpersonal violence, with the majority of fatal injuries occurring in low‑ and middle‑income countries.
Road traffic injuries are among the leading causes of death and disability in the Region, particularly among children and young people. In response, WHO promotes a Safe System approach to road safety, which emphasizes safe roads and roadsides, safe speeds, safe vehicles, safe road users and improved post‑crash care.
Drowning is another significant and preventable cause of mortality, particularly among children and populations living near rivers, lakes and coastal areas. Globally, more than 230 000 people die from drowning each year, with over 90% of deaths occurring in low‑ and middle‑income countries.
The Health Promotion and Policy (HPP) unit, under the Division of Health Promotion, Disease Prevention and Control (DPC) at the WHO Regional Office for the Western Pacific, supports Member States in strengthening policies and programmes related to injury prevention, with a focus on promoting road safety and preventing drowning.
Through this work, WHO supports countries in improving injury surveillance systems, strengthening national policies and legislation, and implementing evidence-based interventions to reduce injuries and save lives.
The consultant will support regional initiatives and country-level activities related to injury prevention.
Deliverables
Under the supervision of the Coordinator, Health Promotion and Policy (HPP) unit, the consultant will support regional efforts on injury prevention, specifically:
- support the implementation of WHO regional initiatives related to injury prevention, focusing on road safety and drowning prevention;
- provide technical input to support Member States in strengthening policies, strategies, and programmes aimed at reducing road traffic injuries and drowning; and
- support regional consultations, technical meetings and coordination with partners
- contribute to technical reports, documentation, and policy analysis related to injury prevention and road safety.
Output 1: Support evidence generation and knowledge products on injuries
Deliverable 1.1: Strengthening national injury surveillance and reporting systems in Member States and updating regional data dashboards on injury
Deliverable 1.2 Technical reports, policy briefs on region-wide and country-level progress and gaps in injury prevention initiatives in the Western Pacific Region
Output 2: Support country actions in preventing injuries and multisectoral collaboration in implementing injury prevention interventions
Deliverable 2.1: At least two technical meetings, workshops or webinars to advance key interventions addressing common challenges in the region, and to promote cross-sector coordination as well as cross-country experience sharing and learning in key injury prevention efforts
Output 3: Assist in the development and dissemination of communication materials related to injury prevention
Deliverable 3.1: Development of communication materials such as factsheets, web contents, infographics and social media contents supporting injury prevention advocacy
Deliverable 3.2: Working with communication team to design and implement communications efforts in disseminating the evidence-based communication and advocacy materials, taking advantage of key health days and relevant events
Qualifications, experience, skills and languages
Education
Essential:
- At least a university degree in public health, epidemiology, or a related field.
Work Experience
Essential:
- At least five years of relevant professional experience in injury prevention, public health or related fields
- Experience in data analysis, policy development and policy intervention or programme implementation
- Demonstrated ability to work effectively with government officials across various sectors, as well as with civil society organizations, academic and research institutions and international organizations
- Proven ability to build partnerships and work in multicultural and multidisciplinary environments
Desirable:
- Experience working in the Western Pacific Region or other international settings is an asset
- Familiarity with the work of international organizations (e.g., UN agencies, development partners) is desirable
Skills/Technical skills and knowledge
- Ability to coordinate, plan and implement projects, conduct training activities, effectively monitor, and analyze data and present results
- Ability to work independently and deliver high quality work on time
- Computer proficiency in Outlook, MS Word, Excel, and PowerPoint
Language requirements
Written and spoken fluency in English (expert: read – write – speak)
Location
This is an onsite consultancy. The selected consultant will be based at the WHO-WPRO office in Manila, Philippines for the duration of the contract.
Travel
Duty travel might be required subject to project needs.
Remuneration and budget (travel costs are excluded):
- Remuneration: Payband A - USD 6,000 per month
- Living Expenses: USD 2,100 per month
Expected duration of contract - 11 months
