Job Description

2.Purposeof consultancy

Support the planning, design, implementation, management, and continuous enhancement of data analytics and automation solutions in order to improve the effectiveness, transparency, and efficiency of operational support to the Global Polio Eradication Initiative and other programs.

Key objectives of the role include:

·Enhancing the efficiency and reliability of data workflows

·Ensuring accurate and timely payments to campaign workers

·Strengthening transparency, accountability, and compliance

·Enabling data-driven decision-making through real-time analytics and reporting.

3.Background

The World Health Organization (WHO) Regional Office for Africa (AFRO) is one of WHO’s 6 regional offices around the world. It serves the WHO African Region, which comprises 47 Member States with the Regional Office in Brazzaville, Republic of Congo. As the lead health authority within the United Nations (UN) system, WHO works with the Member States in the African Region and development partners to improve the health and well-being of people. This involves translation of global health initiatives into regional plans that respond to the specific needs and challenges of countries in the Region. WHO also supports countries to achieve better health outcomes through technical and policy advice, development of norms and standards, generation and sharing of knowledge and convening health partners. Together with countries, they attain health objectives by supporting national health policies and strategies.

As part of its mandate, WHO provides technical, operational and logistical support to help governments implement large-scale public health activities, including mass immunization campaigns to prevent or respond to outbreaks of vaccine-preventable diseases (polio, yellow fever, measles, cholera, etc.). In this context, WHO transfers funds to the Ministries of Health (MOH) to cover various types of operational costs including perdiem of frontline workers, car rental, fuel, hall rental…These payments currently rely heavily on cash which generates several problems including but not limited to: Delays in the provision of funds to frontline workers; Lack of transparency and poor reconciliation of funds; Suspicion of leakage of funds; Lack of confidence at the operational level that money will arrive on time and in a transparent way. These problems have, in the past, had a negative impact on the achievement of the technical objectives of the activities.

To address this situation, AFRO and the Gates Foundation (GF) agreed that a concerted effort must be made to digitize the payment of operational costs to the extent possible in order to improve the overall quality of health interventions through rapid smooth and secure payments, better traceability of the use of funds, more transparency and confidence.

In addition, from the public health perspective, the World Health Assembly, which is the supreme decision-making body for WHO, passed a resolution in 2018 which urges Member States to prioritize the development and greater use of digital technologies in health as a means of promoting Universal Health Coverage and advancing the Sustainable Development Goals. (71st World Health Assembly, 2018; Geneva, Switzerland).

Lastly, the spread of COVID-19 throughout the region, has underscored the urgency to establish and strengthen the use of contact-free digital payments to health and community workers who risk their lives to provide lifesaving vaccines and treatments to communities.

4.Deliverables

1-System Configuration & Deployment

Configure and customize ACL Robotics project with automated scripts to manage campaign data workflows, operational requirements, and financial service provider standards.

Design and deploy automated workflows for data ingestion, validation, processing, and reconciliation.

Develop reusable scripts and automation routines to support scalable campaign operations.

Ensure integration of data systems with digital payment platforms and external partners.

Deliverables: Configured and fully functional ACL Robotics project that contains script/workflows and automated data pipelines tailored to campaign operations.

2-Data Management & Analytics

Process and analyze large datasets related to worker registration, attendance tracking, and digital payments.

Implement automated data quality checks within ACL Robotics to ensure completeness, accuracy, and compliance.

Generate validated payment files for digital disbursement.

Apply advanced analytics techniques to identify trends, anomalies, and operational risks.

Deliverables: Clean, validated, and reconciled datasets with automated quality assurance processes embedded in ACL Robotics.

3-Operational Support

Work closely with Digital Finance Officers, WHO Country Offices, and Ministries of Health to troubleshoot data and system issues

Provide technical support during campaign planning, worker enrollment, and payment execution phases.

Support reconciliation of payments with financial service providers, ensuring transparency and accountability.

Coordinate with Mobile Network Operators and financial service providers to support KYC validation processes.

Deliverables: Timely operational support and resolution of data and payment-related issues, ensuring smooth campaign implementation.

4-Reporting, Dashboards & Analytics

Develop interactive dashboards and automated reports using data outputs from ACL Robotics workflows.

Provide real-time visibility into key campaign indicators, including registration, attendance, and payment status.

Deliver actionable insights to inform operational and strategic decision-making.

Deliverables: Dynamic dashboards and analytical reports enabling real-time monitoring and decision-making.

5-Capacity Building

Train WHO staff, Ministries of Health, and partners on the use of ACL Robotics tools, automated workflows, and data analytics best practices.

Develop training materials, user guides, and standard operating procedures (SOPs).

Promote adoption of automation and data-driven approaches across country teams.

Deliverables: Capacity building sessions and institutionalized knowledge on ACL Robotics and data workflows.

6-Documentation and Continuous Improvement

Document workflows, automation scripts, and system configurations for institutional memory.

Capture lessons learned and best practices from campaign implementations.

Provide recommendations to enhance system performance, scalability, and efficiency.

Deliverables: Comprehensive documentation, best practices, and recommendations for scaling digital payment and analytics solutions.

5.Qualifications,experience,skillsandlanguages Educational Qualifications:

Band A level Consultant (P2)

Essential:

A first level university degree in Information Systems, Computer Science, Information Technology, Business Administration, Accounting or other discipline related to the functions of the position.

Desirable:

ACL Certified Data Analyst (ACDA). Advanced University degree (Master's) in a relevant field as identified above).

Band B level Consultant (P3)

Essential:

A first level university degree in Information Systems, Computer Science, Information Technology, Business Administration, Accounting or other discipline related to the functions of the position.

Desirable:

ACL Certified Data Analyst (ACDA). Advanced University degree (Master's) in a relevant field as identified above).

Experience

Band A level Consultant (P2)

Essential

A minimum of three years of practical experience in data analytics. Experience with relevant data analytics tools eg ACL Python, SQL, SAS, or similar.

Band B level Consultant (P3)

Essential

A minimum of five years of practical experience in data analytics. Experience with relevant data analytics tools eg ACL, Python, SQL, SAS, or similar.

Skills/Knowledge:

·Strong analytical and problem-solving skills

·Experience in data automation, scripting, and workflow optimization

·Proven ability to design and deliver data-driven solutions in complex environments

·Excellent organizational skills and ability to manage multiple priorities

·Demonstrated experience working in multicultural and cross-functional teams

·Strong communication skills, with the ability to produce high-quality reports and present insights to stakeholders

·Experience in training and capacity building

Languagesandlevelrequired:

Essential

Expert knowledge of English.

Desirable:

Working knowledge of French.
