Result of Service

The CCAC Quality Assurance and MRV officer for the Super Pollutants Accelerator in Mexico will be responsible for develop and manage robust, transparent, and internationally aligned monitoring, reporting, and verification (MRV) systems for GHGs, SLCPs, and key air pollutants, ensuring high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting that supports national planning, international obligations, and co-benefit tracking.

Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. More information about the CCAC is here: www.ccacoalition.org. Mexico has demonstrated sustained leadership on super pollutants for more than a decade. As a founding partner of the Climate and Clean Air Coalition (CCAC) and a signatory to the Global Methane Pledge, the country has embedded ambitious targets within its Nationally Determined Contribution (NDC), including a commitment to reduce methane emissions by 30% and black carbon emissions by 51% by 2030. These commitments are reinforced through national legislation and sectoral strategies. Recognizing Mexico’s leadership on the SLCP agenda, Mexico is now part of the CCAC Super Pollutant Country Action Accelerator (‘Accelerator’). The CCAC Country Action Accelerator in Mexico (2026–2029) aims is to accelerate implementation of Mexico’s super pollutant commitments by strengthening institutional systems and deploying integrated, scalable mitigation models in priority sectors. This will be achieved through the coordinated implementation of multisectoral strategies, scalable mitigation projects, and institutional strengthening, with the support of a specialized national team and technical assistance projects. To support these efforts, the CCAC is seeking a CCAC Quality Assurance and Monitoring, Reporting and Verification (MRV) officer for the Super Pollutants Accelerator in Mexico to enhance Government’s capacity to develop and manage robust, transparent, and internationally aligned MRV systems for GHGs, SLCPs, and key air pollutants, ensuring high-quality data collection, rigorous quality assurance/quality control (QA/QC), and timely reporting that supports national planning, climate commitments, international obligations, and co-benefit tracking. Objectives: The CCAC Quality Assurance and MRV officer for the Super Pollutants Accelerator in Mexico will provide support to: - A fully operational, transparent, and internationally aligned MRV system for GHGs, SLCPs, and key air pollutants that meets IPCC, UNFCCC, and CCAC standards, enabling consistent data collection, harmonized methodologies, and reliable national reporting across sectors. - Strengthened QA/QC procedures ensuring high‑quality, verifiable emissions data. Robust quality assurance and quality control protocols are designed, implemented, and institutionalized, improving accuracy, consistency, and traceability of emissions inventories and all SLCP‑related datasets. - Timely, evidence‑based reporting that supports national planning and international transparency obligations - Regular analytical reports, MRV updates, and progress assessments are produced, enabling Mexico to track mitigation outcomes, report to national authorities, and fulfill international commitments (e.g., NDC updates, Biennial Transparency Reports). - Enhanced institutional capacity for MRV, enabling long‑term sustainability of national systems. Government teams (SEMARNAT, INECC, state authorities) receive training and technical tools that strengthen national capabilities for data management, co‑benefit assessment, and ongoing operation of the MRV system beyond the programme period. Outputs: 1. Fully Operational, Transparent, and Internationally Aligned MRV System - Baseline analysis of SLCP emissions (methane, black carbon, HFCs, etc.) and identification of reduction potential across key sectors. - Operational MRV architecture document outlining system structure, sectoral responsibilities, data flows, reporting schedules, and alignment with IPCC/UNFCCC/CCAC methodologies. - Updated national MRV protocols for GHGs, SLCPs, and key air pollutants, incorporating standardized methods, emission factors, and activity‑data requirements across sectors aligned with existing MRV already in place in the country - Integrated MRV database or platform module (or updated version) enabling consistent collection, storage, and retrieval of emissions data from SEMARNAT, INECC, and sectoral agencies. - MRV compliance checklist used by sectoral institutions to ensure proper implementation of methods and reporting requirements. 2. Strengthened QA/QC Procedures and High‑Quality Emissions Data - National QA/QC Plan for GHGs, SLCPs, and air pollutants, covering uncertainty assessment, verification procedures, documentation standards, and sector‑specific QA/QC actions. - QA/QC implementation reports (e.g., biannual or quarterly) documenting checks performed, data inconsistencies identified, corrective actions applied, and improvements over time. - Standard Operating Procedures (SOPs) for QA/QC workflows, including data validation, archiving, version control, and error‑correction mechanisms. - Audit trail documentation system ensuring traceability of all emissions estimates and methodological changes. 3. Timely, Evidence‑Based Reporting Supporting National and International Obligations - Quarterly or biannual MRV performance reports summarizing data updates, methodological improvements, sectoral reporting status, outstanding gaps, and priority actions. - Updated emissions datasets and methodological documentation prepared for use in Mexico’s NDC progress reports, Biennial Transparency Reports (BTR), and national climate/air‑quality reports. - Annual SLCP Mitigation Progress Report summarizing trends, reduction achievements, and alignment with national SLCP strategies. - Technical annexes providing updated emission factors, sectoral data summaries, and methodological notes for national submissions. 4. Ensuring Project Results Systematically Inform National Policy - Monitoring framework for CCAC Accelerator projects including indicators, data templates, and reporting frequency. - Consolidated analysis of mitigation impacts from TA projects, integrating results into national MRV systems and inventory updates. - Co‑benefit assessment notes linking project outcomes to health, climate, and air‑quality benefits using internationally recognized methodologies. - Annual synthesis brief summarizing how project outcomes feed into national policy processes (NDC3.0, ENACC/PECC, sectoral strategies). 5. Enhanced Institutional Capacity and Long‑Term Sustainability - Training curriculum and materials for SEMARNAT, INECC, and state authorities covering MRV methods, QA/QC procedures, and co‑benefit assessments. - At least 2–3 capacity‑building workshops delivered on MRV operations, uncertainty analysis, data governance, and reporting. - A digital toolkit (templates, checklists, SOPs, guidance notes) to support continuous MRV operation by government teams. - Mentoring sessions and technical clinics with sectoral institutions to ensure sustained adoption of MRV practices. - Handover package documenting methods, data sources, manuals, and recommendations for long‑term maintenance of the MRV system.

Qualifications/special skills

- Advanced university degree (Master’s or equivalent) in environmental sciences, atmospheric chemistry, statistics, engineering, or a related quantitative field or a similar discipline. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Minimum 5–7 years of experience in GHG or air pollutant inventory development, MRV system design, or climate transparency frameworks is required. - Expertise in GHG, SLCP, and air pollutant MRV systems, including strong familiarity with IPCC guidelines, ETF requirements, and internationally recognized QA/QC methodologies is required. - Advanced data management and analytical skills, including the ability to design, operate, and troubleshoot national level MRV frameworks, integrate multisource datasets, and ensure data accuracy, consistency, and comparability is required. - Proficiency with emissions estimation tools and platforms (e.g., inventory software, MRV databases, QA/QC protocols), and the ability to assess mitigation impacts and co benefits across sectors is required. - Demonstrated ability to develop clear technical guidance, templates, and reporting protocols to build institutional capacity on MRV and data governance is required. - Excellent communication skills, both written and oral presentations is required. - Demonstrated expertise with IPCC methodologies, UNFCCC reporting guidelines, and preferably CCAC or GEF project MRV requirements is desired. - Strong data management skills (SQL, Python/R, GIS, or specialized inventory software like SEI’s TEMPO or CRF Reporter) is desired. - Experience working with Mexican public institutions (especially INECC, or SEMARNAT) is highly desirable. - Proven experience preparing technical reports, stakeholder engagement materials, or capacity-building content related to climate change, SLCPs, or air pollution is desired. - Experience working with government and/or international development partners in the environmental/climate sector is desired. - Knowledge and previous experience working on climate change, short-lived climate pollutants, climate change international agreements or air pollution is desired - Strong knowledge of Mexico’s climate and air quality policy architecture, including national inventory systems, NDC processes, sectoral reporting requirements, and institutional mandates relevant to emissions monitoring is desired. - Excellent coordination and communication skills, enabling effective collaboration with government agencies, technical experts, and project teams to ensure alignment of MRV systems with national and international obligations is desired. - Ability to work effectively with diverse stakeholders and to collaborate with multidisciplinary team is desired.
