The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. Please review internet address (http://www. unep.org). The position is in Mining Unit of the Industry Innovation Branch, which is part of the Industry and Economy Division at the Paris Duty Station. Under the direct supervision of the Chief of the Industry Innovation Branch, the incumbent will coordinate and manage the Mining Unit which aims at working with governments to support them in developing the policy enabling environment to promote responsible mining and circularity in the minerals value chain, provide strategic leadership and encourage sector wide collaboration to accelerate a just transition towards responsible mining and circular minerals value chain, in line with UNEP’s medium-term strategy and in contribution to the UN Task Force on Critical Energy Transition Minerals. Under the Chief' of Branch’s supervision, the Head of the Minning Unit will lead the formulation and implementation of the Branch's substantive work programme under his/her direct responsibility, and will undertake the following tasks:

Responsibilities

• Takes the lead in the development of plans and coordinates the delivery of the UNEP mining portfolio by engaging with all UNEP Divisions, Regional Offices and Country Offices to facilitate internal cooperation. This also includes managing the Mining Unit and overseeing and establishing partnerships with strategic organizations and initiatives. • Develops, implements and monitors the impact the UNEP mining portfolio and related projects, activities; reviews relevant documents and reports; identifies challenges in the achievement of the objectives of the mining project document and defines and applies actions required to address them; liaises with relevant parties; ensures follow-up actions. • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, works with governments to support them in developing the policy enabling environment to promote responsible mining and circularity in the minerals value chain. • Oversees private sector engagement across the entire mining value chain to support the implementation of the UNEP mining portfolio by increasing their commitment and impacts. • Ensures coordination and promotes synergies to deliver the UNEP’s contribution to the UN Task Force of the Critical Energy Transition Minerals, including by providing leadership to the recommendation on the Global Legacy Fund and on circular economy and material efficiency. • Leads resources mobilization with an approach towards diversifying the funding base based on a programmatic approach, and prepares related documents/reports (pledging, work programme, budget). • Coordinates mining related key messages and oversees eventual publications to ensure quality, coherence and integration of information, scientific assessment and recommendations. These will cover a range of science-based topics related to responsible mining and sustainable use of mineral resources along the mining value chain and will be based on a life cycle approach. • Strategically plans and coordinates outreach activities, developing new and following existing communication strategies for the UNEP mining portfolio and promotes collaboration with internal UNEP colleagues, governments, the private sector, academia and NGOs. This includes supporting activities such as training workshops, seminars, making presentations on assigned topics/activities. • Supervises the organization of consultative and other meetings, conferences, related to the responsible mining and circularity of the minerals value chain, to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Leads the preparation of key messages, briefings, and background information to support UNEP’s participation in mining related events, dialogues and meetings. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in environmental engineering, industrial engineering, mining engineering or environmental management is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of 10 years of progressively responsible experience in project or programme management in the domain of responsible mining and circular economy, of which five (5) years should be at the international level, is required. Experience in working with governments and the private sector in developing countries on issues related to the mining value chain is required. Experience in the management of programs and projects on responsible mining and circularity of the minerals value chains is required. Experience with mobilizing resources for projects with budgets above 5 million USD is required. Experience in coordinating multi-stakeholder groups to meet a common objective is required. Experience in managing a team of more than five (5) people simultaneously is desirable. Experience in data analytics or related area is desirable.

Appointment against this project position is for an initial period of one (1) year and may be subject to extension.
