The CCAC Technical Specialist for the Super Pollutants Accelerator in Mexico will support the Government in providing technical input and science-based information to key stakeholders to ensure that SLCP mitigation is integrated into Mexico’s national climate commitments (NDC3.0 implementation plans), National Climate Change Strategy (ENACC/PECC), and sectoral policies. Also, the Specialist will ensure that technical assistance projects activities are evidence-based, effective, and aligned with global best practices.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. The United Nations Environment Programme (UNEP) hosts the Secretariat at the Economy Division in Paris. More information about the CCAC is here: www.ccacoalition.org. Mexico has demonstrated sustained leadership on super pollutants for more than a decade. As a founding partner of the Climate and Clean Air Coalition (CCAC) and a signatory to the Global Methane Pledge, the country has embedded ambitious targets within its Nationally Determined Contribution (NDC), including a commitment to reduce methane emissions by 30% and black carbon emissions by 51% by 2030. These commitments are reinforced through national legislation and sectoral strategies. Recognizing Mexico’s leadership on the SLCP agenda, Mexico is now part of the CCAC Super Pollutant Country Action Accelerator (‘Accelerator’). The CCAC Country Action Accelerator in Mexico (2026–2029) aims is to accelerate implementation of Mexico’s super pollutant commitments by strengthening institutional systems and deploying integrated, scalable mitigation models in priority sectors. This will be achieved through the coordinated implementation of multisectoral strategies, scalable mitigation projects, and institutional strengthening, with the support of a specialized national team and technical assistance projects. To support these efforts, the CCAC is seeking a Technical Specialist for the Super Pollutants Accelerator in Mexico to provide scientific and technical leadership to ensure SLCP mitigation, —covering methane, black carbon, HFCs, and related pollutants—is fully and effectively integrated into Mexico’s national climate commitments (ex. NDC3.0 implementation plans), the National Climate Change Strategy (ENACC/PECC), and related sectoral policies. The Specialist will deliver rigorous, science based inputs to government counterparts and stakeholders, helping translate national priorities into actionable, high quality measures. The Specialist will also ensure that all technical assistance projects activities are evidence based, aligned with global best practices, and designed to strengthen Mexico’s long-term capacity to implement and scale impactful SLCP mitigation across key sectors. The Specialist will also engage with, and strategically leverage, the CCAC Scientific Advisory Panel to share knowledge and experiences, as well as receive advise, documentary resources and technical support that contribute to the achievement of the outcomes of this consultancy. Objectives: The CCAC Technical Specialist for the Super Pollutants Accelerator in Mexico will contribute to ensure: 1. Strengthened policy integration of SLCP mitigation. SLCP related scientific evidence and technical recommendations are incorporated into Mexico’s NDC3.0 implementation plans, ENACC/PECC updates, and priority sectoral policies, resulting in concrete improvements to at least two national or sectoral planning instruments (in coordination with other SLCP Unit team members). 2. High quality technical inputs delivered to government and partners. Targeted analyses, technical briefs, and evidence-based recommendations are prepared and shared with SEMARNAT, INECC, and sectoral ministries—directly informing decision-making on methane, black carbon, HFCs, and other SLCP mitigation measures. 3. Enhanced design and quality technical assistance projects. All ongoing SLCP-related technical assistance activities receive scientific and methodological review, ensuring alignment with global best practices and contributing to the development of stronger, more scalable mitigation models for waste, agriculture, energy, and urban air quality sectors. 4. Improved national capacity for SLCP mitigation and implementation. Government counterparts and key stakeholders receive targeted guidance, materials, and capacity-building support that strengthens institutional readiness to implement and track SLCP mitigation actions, contributing to long-term sustainability of results beyond the consultancy period. This outcome is expected to be developed in close coordination with other SLCP Unite team members. Outputs: 1. Technical Guidance and Policy Integration Products - Technical briefs and policy notes synthesizing science-based recommendations for integrating SLCP mitigation into the NDC3.0 implementation plans, ENACC/PECC, and priority sectoral policies (e.g., agriculture, waste, transport). - Science-based assessment of policy gaps and prioritized recommendations for high impact regulatory or programmatic actions on methane, black carbon, HFCs, and other SLCPs. - Draft science-based inputs for new or enhanced SLCP policies/regulations, prepared in coordination with SEMARNAT and INECC, ready for high-level endorsement. 2. Support and Guidance to CCAC Projects under the Accelerator Programme - Technical and scientific and methodological review of the CCAC Technical Assistance Projects deliverables ensuring alignment with Government’s priorities, global best practices and contributing to the development of stronger, more scalable mitigation models for waste, agriculture, energy, and urban air quality sectors. - Documentation of technical recommendations including science evidence-based briefs, presentations, background notes, etc. - Sector specific technical review of project proposals, methodologies, pilot designs, and MRV frameworks for all SLCP related technical assistance activities under the Accelerator. 3. Capacity Building and Technical Training (in coordination with other SLCP Unit team members) - Contribution to training curricula, toolkits, and guidance materials for government officials on SLCP science, SLCP mitigation pathways, MRV, and sector specific solutions. - Contribution to the delivery of capacity building workshops (national or subnational) for technical teams from SEMARNAT, INECC, state authorities, and other sectoral institutions. 4. Knowledge Science-based Products and International Engagement - Contribution to country led case studies, technical notes, or presentations from science perspective for regional/global platforms (e.g., CCAC, Global Methane Pledge events). - Technical contributions to bilateral or multilateral exchanges, including preparation of materials and documentation of lessons learned from a science perspective. - Technical inputs to analyses needed for funding proposals, helping mobilize national/international finance for SLCP mitigation.
Qualifications/special skills
- Advanced university degree (Master’s or equivalent) in environmental sciences, climate policy, atmospheric science, chemical or environmental engineering or a similar discipline. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - Minimum 4–7 years of experience in SLCP science, mitigation technologies, or climate mitigation, preferably with direct work on methane, black carbon, HFCs, or related pollutants is required. - Deep understanding of methane, black carbon, HFCs, and related pollutants, including emissions sources, mitigation technologies, and interactions with climate and air‑quality systems is required. - Excellent communication skills, both written and oral presentations are required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Mexico is required. - Ability to work with advanced formulas in Excel spreadsheets is required. - Proven experience working on climate initiatives within government institutions or international development partners, including familiarity with climate policy processes in Mexico or Latin America is highly desired. - Hands-on experience with GHG inventory systems, NDC processes, and international climate agreements (e.g., UNFCCC, Montreal Protocol/Kigali Amendment) is an asset. - Excellent analytical, communication, and stakeholder‑engagement skills, with the ability to translate scientific insights into policy briefs is desirable. Experience preparing technical reports or capacity‑building materials on climate, air pollution, or SLCPs is an asset. - Knowledge of the national policies in climate change mitigation and air pollution is desired. - Proven ability to translate scientific evidence into actionable policy recommendations and to align SLCP mitigation with national frameworks such as the NDC and ENACC/PECC is desired. - Skilled in working across government agencies, academic institutions, and sectoral actors to ensure coherent, evidence‑based decision‑making is desired. - Capacity to evaluate, design, and guide technical assistance activities to ensure they follow global best practices, are feasible for implementation, and lead to measurable mitigation impacts is desired.
