The work of the OSCE Programme Office in Astana focuses on a range of security issues including According to its mandate, the OSCE Programme Office in Astana is entrusted with supporting Kazakhstan in implementing OSCE principles and commitments in all three dimensions within the OSCE framework approach to co-operative security, and in the regional context. The Office of Head of Mission (OHoM) plays a key role in providing effective leadership/supporting the Office in the effective implementation of the mandate. Media Assistant is part of the OHoM team within the POiA and aims to ensure communication and visibility to a wider audience about project’s results and activities. The Media Assistant is the focal point for all public relations and communication at the POiA team, ensuring visibility of programmes results and activities. The Media Assistant is the POiA’s official photographer/videographer, designing, developing, and implementing all visibility-related activities of the POiA. The Media Assistant works under the direct supervision of the Deputy Head of Programme Office and the general supervision of the Head of Programme Office. The Office includes two international and three local employees: internationally recruited Head of Programme Office and Deputy Head of Programme Office; locally recruited Executive Associate, Office Assistant, and Media Assistant. Internal contacts are mainly with the programmatic teams, FAU and other relevant departments and units of the Organization, such as the COMMs unit in the Secretariat, to obtain and clarify information related to visibility activities in support of the implementation of Mission activities. External contacts are mainly with representatives of the Ministry of Foreign Affairs and other national authorities, as well as international and national media institutions, journalists, and other public information-related bodies, to support the co-ordination of public communication activities to ensure visibility of POiA’s activities.

Tasks and Responsibilities

More specifically, the Media Assistant will be tasked with the following: 1. Supporting the Office’s activities in the Office of the Head of Mission, and in particular, support its visibility efforts inter alia on social media, the OSCE website, as well as internal visibility and public information networks, in English, Kazakh, and Russian languages; 2. Leading and managing social media and OSCE website content, which includes planning, creating, posting, and sharing content (original text, images, video, Stories, Reels), under the guidance of the Deputy Head of Mission and in co-ordination with the OSCE Secretariat; 3. Distributing information to provide constant visibility of project’s activities on broadcast, online, printed, and social media; 4. Co-ordinating with public relations departments of the Ministries of Foreign Affairs, Defense, Culture and Information, Social Protection and Labour, the National Security Committee’s Border Service and other relevant national authorities on joint visibility activities; 5. Maintaining contact with international and national media outlets, journalists, and other public information-related bodies, including the development and conduction of interviews with senior OSCE officials; 6. Maintaining continuous engagement with the OSCE Secretariat’s COMMs unit to ensure corporate visibility standards, the discussion and implementation of visibility guidelines, initiatives, and collaborative activities with other parts of the Organization; 7. Designing visibility materials of the POiA such as factsheets, roll-ups, promo materials, leaflets, videos etc. and provide their regular updates; 8. Assisting project team in organization of public events to ensure visibility materials, presence of media and wide publicity, which may include duty travel. Necessary Qualifications

Completed secondary education Studies in journalism, communications, PR, and related fields are desirable. Minimum of five (5) years of work experience in media, PR, communications or a related field; Excellent knowledge of Kazakhstan and regional broadcast, printed and social media such as Instagram, Twitter/X, Facebook, and other; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package

Monthly remuneration is EUR 1,217. Social benefits will include participation in the Cigna medical insurance and Provident Fund (subject of additional deduction from the monthly remuneration). Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level.
