Background
OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform .
The National Gender Specialist post, located in the Policy, Planning, Monitoring and Evaluation Unit (PPMEU), is responsible for the gender portfolio in the Mission, providing analysis and recommendations to support gender mainstreaming across both policy and programmatic areas.. The main purpose of the role is to develop and lead the Mission's gender advocacy efforts at the national and local level, including with relevant Ministries and the Parliament of NMK, and advise the Head of Mission and senior leadership on gender mainstreaming and opportunities for Mission engagement and programmatic work on gender equality.
Tasks and Responsibilities
Under the direct supervision of the Chief of Policy Planning Monitoring and Evaluation Unit, and overall guidance of the Deputy Head of Mission as the Mission’s Gender Focal Point, the selected candidate will be responsible for the gender portfolio in the Mission, more specifically for:
1. Initiating, recommending, and supporting necessary policy advice to the Head of Mission, Deputy Head of Mission and senior management on how to best incorporate gender and gender mainstreaming in the Mission’s activities to ensure compliance with OSCE gender commitments;
2. Identifying and recommending areas for Mission engagement on gender mainstreaming, and directly advising the Head of Mission on advocacy and strategic partnerships with local and international stakeholders;
3. Analysing and monitoring public policies, legislation, and government practices from a gender perspective, and particularly focusing on issues such as gender-sensitive legislative review, prevention, and combating of violence against women and domestic violence, participation of women and girls in public, and political sector, crises management and gender equality, etc.;
4. Identifying areas where improvement is required through analysis of media content, legislation, policies, and information from the field, using tools developed to evaluate the level of gender equality mainstreaming;
5. Facilitating knowledge building on gender issues and providing the Mission with regular updates on any development in the area of gender, both within the OSCE and outside; acting as the primary resource person in capacity building, knowledge sharing events, and other relevant activities on gender equality and women’s empowerment in the Mission; identifying training needs on gender mainstreaming and preparing general and targeted briefing and training sessions for Mission staff;
6. Drafting briefing materials, reports, analyses and updates on implementing OSCE gender commitments in line with the OSCE Action Plan for the Promotion of Gender Equality and the Mission’s Gender Action Plan;
7. Monitoring, evaluating, revising, and updating the Mission’s Gender Action Plan as necessary. Supports human resources and administration in developing gender-sensitive working environment standards and gender-sensitive recruitment policies, and inclusive procurement practices;
8. Advising and supporting the Mission in forging strategic partnerships at the national and local level to promote gender equality, women’s advancement, and women’s representation with relevant international organizations and local women-led and other NGOs, gender officers at the local and central level, including at the Ministry of Labour and Social Policy, the Women’s Parliamentary Club in the Assembly of North Macedonia and other relevant stakeholders; designing and delivering briefings and training materials for partners in Parliament, and other institutions to promote gender mainstreaming and support gender advisor roles;
9. In coordination with the Deputy Head of Mission, leading the Mission’s Gender Equality Task Force; administrating day-to-day activities on gender matters, including mandatory review of all projects from a gender mainstreaming perspective in their early stage of development until the final clearance and subsequent revisions.
10. Performing other duties as assigned.
Necessary Qualifications
Citizenship of or permanent residence in the Republic of North Macedonia; First-level university degree in gender studies, law or international human rights law, social or political sciences, or other related field; A minimum of four (4) years of professional experience in the area of gender mainstreaming and women empowerment; International field work experience with gender equality issues in the OSCE region; Knowledge of the OSCE system in general and a solid understanding of addressing gender equality from a comprehensive security perspective; Knowledge of methodologies for promoting gender equality and empowerment of women; Communication and problem-solving skills, as well as initiative; Practical experience in drafting, developing, and providing general gender equality trainings and targeted capacity-building activities; Ability to facilitate complex learning exercises with aspects of research and knowledge management, networking skills, and advocacy experience; Excellent oral and written communication skills in English and in local languages; knowledge of Albanian or other local language is desirable; Computer literate with practical experience with Microsoft applications; Holding a valid driving license. Remuneration Package:
Monthly remuneration, subject to social security deductions, is approximately EUR 2,617.75.
Social benefits will include participation in the Cigna medical insurance and Provident Fund.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
