Purpose

The International Maritime Organization (IMO) is a specialized agency of the United Nations and frequently engages consultants to support key aspects of its work. Under the overall supervision of the Director of Technical Cooperation and Implementation Division, the consultant will provide field-level insights and support on-the-ground implementation on a project designed to support Ukraine in addressing critical gaps in implementing IMO instruments and ensuring the safety, security, environmental protection and trade facilitation in its maritime sector.

Main Duties and Responsibilities

  1. Participate to the Inception workshop of the Project
  2. Provide field-level insights on the national context in Ukraine, including the shipping sector, institutional landscape, and port operations.
  3. Support the effective implementation of project activities by advising on national processes, institutional frameworks, and context-specific constraints.
  4. Provide logistical and coordination support to other consultants of the Project, including assistance with the preparation and facilitation of workshops and meetings.
  5. In coordination with the other consultants of the Project, conduct an evaluation of project activities, including gathering feedback from consultants and participants, and formulating conclusions and recommendations.
  6. Contribute to the preparation and delivery of the project’s final workshop, including coordination, facilitation, and tailoring of materials to the target audience (subject to funding availability). 

Required Competencies

  1. Strong background in the maritime, security, or port operations sector in Ukraine.
  2. Experience in data collection, field research, and stakeholder engagement.
  3. Familiarity with IMO regulations related to maritime security and safety, environmental protection and the facilitation of international trade. Knowledge of maritime infrastructure and port operations.
  4. Strong report writing, analytical and time management skills.
  5. Fluency in Ukrainian and English for effective communication with local and international stakeholders.
  6. Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context.  

Professional Experience

A minimum of 10 years progressive working experience in the maritime sector within Ukraine.

Education

A university degree in maritime field, or maritime and port administration, business, law, or another closely related field is essential.

Language Skills

Proficiency in English and Ukrainian, both written and oral, is essential. Working knowledge of other UN languages would be an asset. 

Other Skills

Competent in the use of relevant IT applications including advanced skills in MS Office is essential. Knowledge and understanding of capacity-development challenges related to maritime issues would be desirable.

Contract Information

This consultancy is for a 40 day period remunerated at US$500 per day
