Purpose
Main Duties and Responsibilities
2.Serve as a primary facilitator for the workshop to prepare and deliver all aspects of the activity.
3.Carry out advanced preparatory work for the different workshops, which will include tailoring lecture material (presentations, exercises and participant notes) to the audience, ensuring it is up to-date and relevant to the current national situation.
4.Conduct and facilitate workshops in Ukraine, deliver lectures and exercises to enhance national pollution response capacity building, which will include, but will not be limited to:
a.establish the specific roles and responsibilities of national entities both public and private in response to a significant spill;
b.update response communications, command and control procedures and confirm incident notification procedures;
c.identify equipment stockpiles for at-sea as well as shoreline response in the country; and
d.conduct a risk assessment and tiered preparedness and response.
5.Provide feedback to the participants throughout the workshop to enhance learning, identification of areas for further follow up and establishment of next steps in establishing a robust national system of spill preparedness and response.
6.Organise and attend necessary further in-person and/or virtual meetings with the national authorities to provide feedback, advice and guidance as appropriate, notably regarding the following topics but will not be limited to:
a.Provide support to the relevant stakeholders in the drafting of the NCP;
b.Develop a framework of the NCP based on preliminary discussions during the workshop.
7.Establish conclusions and recommendations, outlining the next steps, including timelines and further activities required for finalization of the NCP.
8.Report regularly on developments, progress and challenges to project staff and prepare the final mission report.
Required Competencies
1. A thorough understanding of relevant IMO regulations related to marine pollution response and prevention, including the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC Convention) and the Protocol on Preparedness, Response and Co-operation to pollution Incidents by Hazardous and Noxious Substances, 2000 (OPRC-HNS Protocol), and their method of implementation.
2. Strong knowledge of the elements and processes involved in developing a National Contingency Plan (NCP) for marine pollution.
3. Solid communication skills, including drafting and editing technical texts and ability to present complex issues orally in a clear manner.
4. Ability to produce concise, actionable mission reports and recommendations.
5. Thoroughness and good attention to detail in all responsibilities, ensuring accuracy in delivery and implementation.
6. Ability to coordinate activities and resources.
7. Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context.
8. Strong analytical problem solving and time management skills.
9. Ability to adapt and maintain high-quality work under challenging conditions.
Professional Experience
A minimum of 10 years progressive working experience in marine pollution response, oil spill contingency planning and/or marine environment protection is essential.
Education
Advanced university degree (Master’s or equivalent) in environmental sciences, marine sciences, marine engineering, maritime law, or another closely related field is essential.
Language Skills
Proficiency in English, both written and oral, is essential. Working knowledge of Ukrainian or one of the UN languages would be an asset.
