1.       Purpose of the Consultancy

To support the Ministry of Health in developing a high-quality, evidence-based and fully costed National Immunization Strategy (SNV) 2027–2030 aligned with IA2030, GPW14, and the Country Cooperation Strategy (CCS), ensuring financial sustainability in the context of Gavi transition.

2.       Background

Djibouti is entering a critical phase of transition from external financing, particularly from Gavi, requiring increased domestic resource mobilization and improved efficiency in immunization programming.

The development of the SNV 2027–2030 represents a strategic opportunity to strengthen equity (including reaching zero-dose children), improve programme performance, and ensure long-term sustainability.

This consultancy directly contributes to WHO’s Thirteenth General Programme of Work (GPW14), Universal Health Coverage (UHC) agenda, and Immunization Agenda 2030 (IA2030). It will also support evidence-based policy dialogue with the Ministry of Finance and key partners.

-          Specific objectives

The specific objectives of the consultation are to :

       ·   Conduct a comprehensive assessment of the immunization programme (coverage, equity, supply chain, zero-dose children)

  • Develop a strategic framework aligned with IA2030, GPW14 and national health priorities

  • Lead the costing of the strategy using the NIS.COST tool

  • Develop financial scenarios and conduct funding gap analysis

  • Support high-level budget dialogue and develop an investment case

  • Establish a monitoring and evaluation framework with indicators and targets

3.       Work to be performed

The consultant will:

  • Conduct stakeholder consultations and document review
  • Analyse programme performance and identify bottlenecks
  • Facilitate national and technical workshops
  • Configure and populate the NIS.COST tool
  • Conduct costing and financial modelling
  • Support policy dialogue and prioritization
  • Draft and finalize the SNV document
  • Support validation and endorsement processes

        2. Main Tasks of the International Consultant

  • Lead the full SNV development process
  • Provide high-level technical expertise in immunization and health economics
  • Ensure quality assurance of all outputs
  • Facilitate workshops and stakeholder engagement
  • Support strategic and financial policy dialogue

    4.     Specific requirements

  •  Qualifications required:       

    Educational Qualifications: Advanced university degree (Master’s or higher) for high end of range in Public Health, Health Economics, Health Policy, or related field.

  •  Experience required:

    Essential: 

  • 5–10 years of experience in immunization or public health programmes

  • International experience is required for international consultants.

  • Proven experience in strategic planning and policy development

  • Demonstrated experience with costing tools (NIS.COST, One Health Tool or similar)

  • Experience in low- and middle-income countries

  • Desirable:

  • Very Good Experience in the Horn of Africa

  • Extensive Familiarity with Djibouti context

  • Very Good Experience with Gavi transition processes

  •  Skills / Technical skills and knowledge:

  • Strong analytical and financial modelling skills

  • Advanced Excel proficiency

  • Excellent facilitation and stakeholder engagement skills

  • Strong writing and synthesis capacity

  • Knowledge of IA2030, GPW14 and global immunization frameworks

     Language requirements:

  • Expert level of French and English languages

  • 5.  Place of assignment

  • Djibouti office premises, Full time

  • 6.  Medical clearance

  • The selected Consultant will be expected to provide a medical certificate of fitness for work.

  • 7.  Travel

  • The Consultant is expected to travel according to the itinerary and estimated schedule

  • Remuneration: pay Band B
