WFP Lebanon provides cash assistance to Syrian refugees and in-kind assistance to vulnerable Lebanese, while supporting the Government in strengthening social safety nets. WFP supports resilience-building activities, and its school meals programme improves nutrition and school attendance. Since October 2023, WFP has provided food and cash assistance to people affected by the conflict and has scaled up its food assistance including the distribution of daily meals following the recent escalation.

Contract Duration: Three (3) Months
Job Purpose: To provide support to policy and programme activities that effectively meet food assistance needs . In addition, the incumbent will also ensure activities related to WFP’s emergency programme scale-up and related work in support of the forthcoming larger expansion of the community kitchens are undertaken and coordinated with relevant units within the Lebanon Country Office and Beirut Field Office.
- Exploration of cold meal options in close coordination with the School Meals Programme and the Ministry.
- Distribution of school snacks to IDPs.
- Assessment of cooking setups within shelters.
- Identification and development of additional operational opportunities to respond to evolving needs.
Key Responsibilities (not all-inclusive, nor exhaustive):
Within delegated authority and under the direct supervision of the Head of Field Office, the Programme Policy Officer will be responsible for the following duties:
1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
10. Other as required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience: One (1) or more years of postgraduate professional experience (after completion of Advanced University degree) or three (3) years or more after completion of First University degree in implementing humanitarian activities.
Language: Fluency in both oral and written communication in English and Arabic language. French is a plus.
Required Experiences for entry into the role:
- Experience in supporting and/or implementing projects addressing food security of vulnerable populations
- Experience in partnership management
- Strong analytical and problem-solving skills.
- Excellent communication, presentation, and interpersonal skills.
- Proficient computer skills (e.g. Microsoft Suite products, including Excel and PowerPoint, etc.)
- Excellent time management skills and ability to work with limited supervision in a fast-paced environment.
Desired Experiences for entry into the role:
- Ability to prepare briefs to raise resources for operations and collaborate for timely registration, maintenance and update of contributions and forecasts.
- Experience in implementing technical programs.
- Experience in preparing standard operating procedures (SOPs).
- Knowledge of project management principles.
- Has developed effective relationships with partners and explored new areas to scale-up existing activities and researched new opportunities.
