Senior Logistics Associate, SC7, Bor, South Sudan

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
To provide specialized support and manage a team performing logistics activities to enable the delivery of humanitarian relief items for non-food and food items. This position reports directly to the Logistics Officer – Logistics Cluster (LC) Bor and deputizes in their absence.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Provide specialized support to the Logistics Cluster (LC) and Logistics operations primarily for river transportation, including oversight and support to the LC movements by road or air for the effective delivery of humanitarian relief items.
2. Coordinate and request the appropriate assets to ensure timely deliveries to organizations at the right time, place and correct commodities. Engage with LC partners for clarification of deliveries, organize the submission of Pro-forma invoices post reconciliation of cargo and update the LC partners on the plans.
3. Provide the monthly departure schedules originating for the Bor LC river operation.
4. Engage with the logistics contracting unit to provide performance monitoring of vendors and cross check the appropriate vendor and routes are authorized for both food and non-food items.
5. Engage with both logistics and the Logistics Cluster to provide information on available vendors through a market assessment and on request provide information to support the vendor selection process. Engage as required in the Logistics Capacity assessments.
6. Manage and find solutions for complex operational issues and provide solutions or recommendations, within the framework of the supply chain processes and procedures.
7. Monitor with Logistics Funds management, the correct information is requested for on-demand services and follow-up with the client ensuring compliance with corporate standards.
8. Monitor and oversee inventory management for compliance and pre-planning purposes. Oversee correct physical reconciliations of items, especially non-food items to provide the correct information for the generation of a correct pro-forma invoice to the client.
9. Manage and ensure compliance for the full range of documentation processing for the logistics operation and take appropriate actions where required.
10. Manage relationships with external partners in support of the Logistics cluster with a service-based mindset.
11. Support the Logistics Officer (LO) in the management of a team, providing guidance, advice and engage in trainings to support capacity building and ensure all staff are aware of standards and objectives of the operations.
12. Lead the Logistics Capacity assessments based on market research and Gaps and Needs analysis.
DELIVERABLES AT THE END OF THE CONTRACT:
The effective movement of humanitarian relief items by various transport modalities ensuring compliance in all process and procedures with a Logistics Cluster service mindset mentality while supporting developments and providing recommendations for complex issues that may arise.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of secondary school education and a post-secondary certificate in a related field. A University degree in Logistics/Supply chain is preferable but not mandatory.
Experience:
• A minimum of seven (7) years of progressively responsible experience after obtaining a Secondary School Certificate, with a minimum of four (4) years in managing a multi-modal transport logistics operation, preferably with an international organization/ company.
• Experience in coordinating and liaising with diverse stakeholders (e.g. UN agencies, partners, vendors/contracting units, and other Logistics Cluster stakeholders) to align plans, clarify requirements, and manage expectations are essential.
• Experience supervising staff, including providing day-to-day guidance, coaching, and on-the-job training is required.
Knowledge & Skills:
• Demonstrates the ability to maximise the supply chain to provide a consistent service, while assessing and escalating challenges as appropriate.
• Service mindset in liaison with partners to manage client expectations meanwhile providing updated information regarding movement status.
• Shows the ability to manage inventory as per WFP procedures providing regular reports and correct data uploads.
• The ability to provide basic technical solutions, and maintain coordination mechanisms,

• General knowledge of humanitarian principles, UN rules, regulations and procedures

• Willingness to work in challenging environments / field locations.
Languages: Fluency in both oral and written communication in English.
Spoken Arabic is also an advantage.
This recruitment/VA will also be used to establish a roster for lower grade levels and other short-term contract modalities, including possible placement in different duty stations, should future operational needs arise.
