JOB PURPOSE:

Haiti continues to face one of the most complex humanitarian crises in the region, driven by the combined effects of armed violence, large-scale population displacement, economic instability, recurrent climate-related shocks, disrupted markets and constrained humanitarian access. As of May 2026, acute food insecurity remains widespread across the country, while the deterioration of the security situation continues to affect population movements, supply routes, livelihoods and access to basic services. These dynamics have significantly increased the need for timely, reliable and actionable information to support operational planning, prioritization, targeting, monitoring, donor reporting and management decision-making.

In this challenging environment, WFP Haiti is implementing a broad portfolio of lifesaving and resilience-oriented interventions, including emergency food and cash assistance, school meals, nutrition support, logistics and supply chain services, and activities supporting national systems and local capacities. The scale and complexity of these operations, combined with multiple donor requirements and close coordination with Government counterparts, UN agencies, cooperating partners and field offices, require robust information management systems, standardized reporting workflows, strong data quality assurance and high-quality analytical products.

Within the Research, Assessment and Monitoring unit, the IM/Data team supports the operational information management and data support across the Country Office. The team is responsible for consolidating, analyzing and communicating essential operational information; producing dashboards, maps, datasets and analytical briefs; supporting corporate and donor reporting; and contributing to the development of a coherent data roadmap for the Country Office. As WFP Haiti increasingly relies on data analytics, visualization, automation and data science approaches, the team also supports the development of tools and workflows that improve the timeliness, accuracy, reproducibility and operational relevance of data products.

The purpose of this assignment is to strengthen WFP Haiti’s capacity to collect, manage, analyze, visualize and communicate operational data in a timely, accurate and user-oriented manner. Under the supervision of the IM/Data Team Lead, and in close collaboration with colleagues across RAM, Programme, Supply Chain, TEC, Field Offices and cooperating partners, the National Officer will support the development and maintenance of information management systems, dashboards, reporting datasets, analytical tools and data science products that enable evidence-based decision-making at country, field and corporate levels.

The incumbent will contribute to strengthening data quality assurance, maintaining structured repositories of datasets and source codes, documenting methodologies and workflows, promoting standardized templates and procedures, and supporting data science and automation initiatives linked to operational needs, including targeting, vulnerability analysis, prioritization, anomaly detection and reporting automation. Through this assignment, WFP Haiti aims to enhance its ability to generate a common operational picture, monitor implementation progress, communicate results, anticipate operational risks and support accountable, data-informed assistance to the most vulnerable populations in Haiti.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Regularly updated operational dashboards, datasets and information management products supporting evidence-based decision-making for WFP Haiti operations.

  • Standardized and quality-assured data inputs for internal reporting, donor reporting, RAM products, weekly operational meetings, and corporate performance reporting.

  • Interactive visualization tools developed and maintained for Programme, RAM, Supply Chain, TEC, Field Offices and management.

  • Clean, validated and documented operational datasets, with data quality issues identified, tracked and resolved in coordination with relevant units.

  • Data science and automation projects designed and implemented to address priority operational use cases, including targeting, vulnerability analysis, reporting automation and operational monitoring.

  • Implemented geospatial analyses using tools such as QGIS and/or ArcGIS softwares to support activities’ visualizations.

  • Technical documentation, code repositories, data dictionaries, and user guidance are maintained to ensure reproducibility and sustainability of IM/Data products.

  • Country Office data roadmap supported through identification of priority analytical needs, data gaps, visualization requirements and opportunities for automation.

  • Technical support and capacity strengthening provided to WFP colleagues and cooperating with partners on information management tools, reporting templates, data standards, and visualization products.

  • SOPs, templates and workflows for information management and performance reporting developed or improved in line with WFP standards.

  • Ad hoc analytical products, figures and briefing materials delivered in a timely manner to support operational planning, coordination and management requests.

QUALIFICATIONS AND EXPERIENCE

Education: Hold a degree and/or bootcamp certificate in computer sciences, programming, statistical sciences, data science, information management or other relevant fields; or a first level university degree with additional years of experience.

Experience: At least two (2) years of relevant experience to the position in data management and/or data analytics.

KNOWLEDGE & SKILLS:

  • Strong knowledge of information management principles, data management workflows, and performance reporting processes, preferably in humanitarian or development contexts.

  • Proven ability to collect, clean, consolidate, analyze and interpret large and complex datasets from multiple sources.

  • Strong skills in data visualization and dashboard development using tools such as Power BI, Tableau, or equivalent platforms.

  • Proficiency in Excel, including advanced formulas, pivot tables and, preferably, macros or Power Query.

  • Working knowledge of at least one programming language used for data analysis and automation, such as Python or R.

  • Ability to develop reproducible analytical workflows, including scripts, documentation, data dictionaries, and structured repositories.

  • Ability to translate operational needs into practical data products, dashboards, analytical tools or reporting templates.

  • Strong analytical and problem-solving skills, with the ability to identify trends, gaps, inconsistencies and operational implications from data.

  • Ability to communicate technical information clearly to non-technical audiences, including through briefs, visuals, presentations and user guidance.

  • Strong organizational skills and ability to manage multiple information-heavy tasks under tight deadlines.

  • Knowledge of GIS tools such as QGIS or ArcGIS.

  • Experience with data collection tools such as Kobo, ODK, MODA or similar platforms.

  • Familiarity with humanitarian programming, food security analysis, beneficiary data, cash-based transfers, vulnerability assessments or programme monitoring is an asset.

  • Experience with SQL, database management, WFP DOTS, Git/version control, reporting automation or data science use cases such as targeting, prioritization or anomaly detection is an asset.

Language: Fluency (level C) in English and French.
