The consultant will provide substantive, technical, and coordination support to the Economic Commission for Latin America and the Caribbean team and the Secretariat of the Escazú Agreement in the implementation of the project on public participation and the Committee to Support Implementation and Compliance (CAAC), contributing to the following activities: • Prepare substantive background documentation, draft annotated agendas, briefing materials, talking points, and other supporting documentation for CAAC sessions and related activities, as required; • Provide technical support during CAAC sessions, including the preparation of detailed meeting minutes, official summaries, and substantive reports, and support their timely publication and dissemination through appropriate institutional communication channels; • Manage and regularly update the CAAC website and related digital platforms, ensuring the timely publication and dissemination of session documentation, reports, decisions, updates, and other relevant information related to the Committee’s mandate and activities, with a view to strengthening transparency and facilitating meaningful public engagement; • Draft analytical reports, summaries, technical notes, and other substantive documentation to support the Committee’s consideration and analysis of communications submitted by the public; • Support consultation, outreach, and dialogue processes conducted by the CAAC, including the systematization of contributions, identification of key findings, preparation of summaries, and consolidation of stakeholder inputs; • Design and deliver training sessions, presentations, and capacity-building activities on the Escazú Agreement and the mandate, functions, and procedures of the CAAC, with the aim of strengthening institutional knowledge and promoting effective stakeholder participation and engagement; • Support the effective functioning, maintenance, continuous improvement, and enhancement of the Committee’s website and stakeholder engagement platform, including coordination related to content management, accessibility, and user engagement tools.
Duties and Responsibilities
Under the supervision of the responsible officer, the consultant will provide substantive legal, technical, and strategic support to strengthen public participation in the Committee to Support Implementation and Compliance of the Escazú Agreement, including through the following activities: • Develop and implement awareness-raising and public engagement initiatives concerning the mandate, functions, and activities of the Committee to Support Implementation and Compliance, including the provision, management, and dissemination of relevant information, data, and analytical content through the Committee’s online platform and the Agreement’s clearing-house mechanism; • Conduct specialized legal research, comparative analysis, and policy assessment on issues related to the effective implementation of the Escazú Agreement, with particular emphasis on compliance support mechanisms, access rights, public participation, and the protection of human rights defenders in environmental matters; • Review, analyze, and systematize legal frameworks, national legislation, jurisprudence, international and regional instruments, and related documentation in order to identify emerging trends, implementation gaps, challenges, opportunities, and good practices relevant to the mandate and work of the Committee; • Prepare high-quality technical studies, analytical reports, policy briefs, background documents, concept notes, and substantive inputs to support the work of the Committee and its Secretariat; • Draft, review, and contribute to legal, technical, and institutional documents, including internal memoranda, guidance materials, and substantive documentation related to the implementation of the project and the functioning of the Committee; • Provide substantive and organizational support for the preparation and coordination of meetings, consultations, capacity-building activities, and other events convened by the Committee or its Secretariat, including stakeholder coordination, preparation of agendas and background documentation, drafting of official communications, and preparation of meeting reports and summaries; • Support the analysis and processing of communications submitted to the Committee by members of the public, including the review of relevant background information and preparation of technical inputs, as appropriate; • Contribute to the overall implementation, monitoring, and follow-up of activities under the project and perform other related duties as required.
Qualifications/special skills
The consultant must hold a first-level university degree in law and an advanced university degree (Master’s degree or equivalent) in law, sustainability, or a related field. The consultant shall have at least 6 years of relevant experience in the area of environmental law and policy. Experience in the United Nations system and the Escazú Agreement is desirable
Languages
The consultant needs to be fluent in written and spoken Spanish and have knowledge of written and spoken English.
