The consultant will provide substantive legal, technical, and strategic support to the Economic Commission for Latin America and the Caribbean team and the Secretariat of the Escazú Agreement in the development and preparation of roadmaps for the national implementation of the Escazú Agreement in one State Party, contributing to the strengthening of institutional capacities, multi-stakeholder engagement, and effective implementation processes at the national level.: • Provide substantive and technical support for the implementation of the seven-step methodology for the development of the national roadmap for the implementation of the Escazú Agreement in the selected country; • Support the preparation, coordination, and facilitation of at least one national workshop, consultation, or multi-stakeholder dialogue process in support of the roadmap development process; • Support the finalization, publication, and dissemination of a national roadmap for the implementation of the Escazú Agreement, including coordination of related documentation and stakeholder engagement processes.
Duties and Responsibilities
Under the supervision of the responsible officer, the consultant will provide substantive legal, technical, and strategic support for the development of a national implementation roadmap for the Escazú Agreement in one State Party, in accordance with the seven-step methodology developed by Economic Commission for Latin America and the Caribbean and adopted by the Conference of the Parties (COP), including through the following activities: • Conduct a comprehensive baseline assessment of national legal, policy, institutional, and regulatory frameworks related to articles 2 to 10 of the Escazú Agreement, including the analysis of existing national practices, implementation gaps, and opportunities for strengthening compliance and implementation; • Prepare and systematize a stakeholder and institutional mapping identifying public entities with legal mandates related to the implementation of the Agreement, as well as relevant civil society organizations, indigenous peoples, local communities, academia, and other key stakeholders; • Support the establishment and strengthening of governance and coordination mechanisms for the implementation process, including the development of strategic and multi-stakeholder working groups and institutional coordination arrangements; • Contribute to the design and implementation of a public participation strategy aligned with the principles and standards of the Escazú Agreement, with a view to ensuring inclusive, transparent, meaningful, and culturally appropriate stakeholder engagement; • Provide substantive and organizational support for the preparation and facilitation of at least one national workshop, consultation, or multi-stakeholder dialogue process related to the roadmap development process; • Prepare draft priority actions, recommendations, and strategic lines of action for consideration by the State Party, taking into account national circumstances, institutional capacities, and implementation needs; • Draft the national roadmap for the implementation of the Escazú Agreement, integrating legal, institutional, participatory, and policy-related components in line with the agreed methodology; • Review, analyze, and provide technical inputs and recommendations on supporting documents, assessments, and background materials prepared by the State Party and other consultants involved in the process; • Contribute to the overall implementation, coordination, monitoring, and follow-up of project activities and perform other related duties as required.
Qualifications/special skills
The consultant must hold a first-level university degree in law and an advanced university degree (Master’s degree or equivalent) in law, sustainability, or a related field. The consultant shall have at least 6 years of relevant experience in the area of environmental law and policy. Experience in the United Nations system and the Escazú Agreement is desirable
Languages
The consultant needs to be fluent in written and spoken Spanish and have knowledge of written and spoken English.
