Result of Service
As an active member of the FFDS team, the contractor will provide efficient, timely, responsive, client-friendly, and high-quality support to UN ESCAP and its beneficiaries in the accomplishment of the assigned functions. The ultimate results of service are expected to include the following: • Output 1: High-quality support delivered for the drafting and transformation of training materials into e-learning content, contributing to the DA16 completion target. (OP2.4) Delivery date: Throughout the contract until 19/01/2027 • Output 2: Effective coordination support provided for the specified national and regional DA16 capacity building workshops (NBC, MEF, SERC, and Regional events), including assistance in preparing tailored supporting materials. (OP1.4, OP1.6, OP2.2) Delivery date: Throughout the contract until 19/01/2027 • Output 3: Substantive assistance provided in compiling and maintaining a consolidated repository of all supporting training materials (agendas, slides, exercises/tools, and facilitation notes), ensuring it remains organized and accessible. (OP1.4, OP1.6, OP2.2, OP2.4) Delivery date: Throughout the contract until 19/01/2027 Performance indicators for evaluation of outputs. • Contributions to the e-learning content are drafted accurately, reflecting the workshops’ technical contents and discussions and meeting the project outputs’ quality standards. • Assistance in the preparation of training materials (agendas, slides, exercises/tools, facilitation notes) is highly responsive and helps ensure the materials meet specific member States’ needs. • Logistical and coordination support for the designated DA16 workshops is delivered smoothly, professionally, and on time. • Support in maintaining the consolidated repository ensures that files are accurately compiled, version-controlled, and easily accessible.

Duties and Responsibilities
The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is the regional development arm of the United Nations for the Asia-Pacific region. The Macroeconomic Policy and Financing for Development Division (MPFD) supports member States in achieving the 2030 Agenda for Sustainable Development through evidence-based policy research and capacity building, and the Financing for Development Section (FFDS) specifically focuses on enhancing the capacity of member States to mobilize and align financing with the Sustainable Development Goals (SDGs). This individual contractor assignment is part of the Development Account 16 (DA16) project “Catalyzing finance and investments for climate action while ensuring debt sustainability in developing Asia-Pacific countries” within the Financing for Development Section (FFDS) of MPFD at UN ESCAP. This project is expected to enhance the capacity of selected countries in the Asia-Pacific region to mobilize sustainable finance and foreign direct investment, strengthen capacities related to developing green project pipelines and ensure public debt sustainability. The assignment aims to support targeted capacity building and technical assistance activities centred on the theme of Financing for Development for participating DA16 member States. The contractor will assist the FFDS team throughout the lifecycle of specific capacity-building workshops, providing logistical and programmatic support, while contributing to the consolidation of training materials and the development of e-learning content. Under the direct supervision of the designated Officer in the Financing for Development Section, the contractor will undertake the following tasks: • Provide logistical and programmatic support to the FFDS team in the design, delivery, and coordination of targeted Capacity Building Workshops. Specific tasks include: - Assisting in the organization of a dedicated workshop to accompany the launch of Cambodia’s National Sustainable Finance Roadmap, engaging the National Bank of Cambodia, line ministries, and financial institutions. (OP1.4) - Supporting the FFDS team in its collaboration with the Ministry of Economy and Finance (MEF) and local partners (GGGI and ADB) for the delivery of the Cambodia capacity building workshop on SPO and Sovereign Sustainability Bond issuance. (OP1.6) - Assisting in producing e-learning materials for a comprehensive workshop for the Securities and Exchange Regulator of Cambodia (SERC), line ministries, financial institutions, and sustainability-oriented enterprises on sustainability reporting and data readiness. (OP1.6) - Providing event coordination and logistical support for large-scale Regional Capacity Building Workshop(s) for government authorities and financial institutions in Cambodia, Sri Lanka, and other relevant member States. (OP2.2) • Contribute to the drafting and transformation of training materials into e-learning content, assisting the team in meeting the DA16 project’s e-learning objectives. (OP2.4) • Assist in preparing and refining supporting training materials, including agendas, slides, exercises/tools, and facilitation notes, to ensure content is well-presented and tailored to local needs. (OP1.4, OP1.6, OP2.2) • Support the compilation and maintenance of a consolidated repository of all relevant training materials produced across the DA16 capacity building workshops, helping to ensure version control, quality assurance, and accessibility for future use. (OP1.4, OP1.6, OP2.2, OP2.4)
Qualifications/special skills
Advanced university degree (Doctorate or equivalent) in economics, finance, international relations, public administration, communications, regional and country studies, or a related area. The individual contractor must have at least 1 year of professional or volunteer experience in conducting strong and professional research, providing project support, coordinating events, or drafting policy and knowledge products. The individual contractor must have solid overall computer literacy, including proficiency with specialised tools and platforms for creating e-learning materials, as well as with Microsoft Office applications (Word, Excel, PowerPoint). The individual contractor must have experience organising international meetings via virtual platforms such as MS Teams and Zoom.
Languages
Fluency in English is required.
