Duties and Responsibilities

The United Nations (UN) Team of Experts on the Rule of Law and Sexual Violence in Conflict was established by Security Council resolution 1888 in 2009 to help national authorities strengthen accountability for conflict-related sexual violence (CRSV). The Team supports judicial systems by conducting workshops with prosecutors and judges to enhance the investigation and prosecution of CRSV cases in a survivor-centered way. As part of ongoing efforts to strengthen the documentation and analysis of gender-based violence, including sexual violence, related to the Colombian armed conflict, the team in charge of Sub-case 2 of Macro-Case 11 of the Special Jurisdiction for Peace (SJP) requires sustained technical support to manage, verify, and analyze a large and expanding volume of documentary evidence. Initial systematization efforts, supported by the Team of Experts on the Rule of Law and Sexual Violence in Conflict (TOE), have enabled the organization of a significant number of cases. However, the identification of new records within the JEP's central database has expanded the case universe and introduced additional complexity, requiring further harmonization, verification, and analytical structuring. The consultants will be expected to: • Supervise and coordinate the work of junior consultants, including task allocation, workflow planning, and daily technical guidance. • Review, validate, and ensure the quality and consistency of data gathered and coded by junior consultants from SJP archives, the Attorney General's Office, NGOs, and victims' organizations, ensuring that outputs meet agreed technical standards. • Ensure that all verified data is accurately integrated into the information management system, maintaining coherence and consistency across entries, resolving inconsistencies, and addressing gaps flagged by junior consultants. • Organize and supervise the analysis of the dataset according to prioritization criteria defined by the Sub-Case 2 team (including gravity, representativeness, patterns, and profiles of alleged perpetrators). • Oversee and validate the integration of geospatial information (locations, timeframes, actors), ensuring the development of a reliable georeferenced dataset. • Consolidate and finalize analytical outputs (aggregated data, trends, summaries) to support pattern analysis and judicial decision-making. • Provide regular progress updates and contribute to the preparation of interim and final analytical outputs in coordination with TOE and the Sub-Case 2 team. • Attend and actively participate in all in-person and virtual meetings as convened by the the

Qualifications/special skills

• Advanced university degree (Master's or equivalent) in Law, Political Science, Sociology, International Relations, Information Management, or related field. • Minimum of 7 years of professional experience in human rights documentation, transitional justice, or criminal investigation. • Demonstrated experience in systematization of large datasets and management of information systems, ideally within the justice or human rights sectors. • Proven familiarity with cases of sexual and gender-based violence and/or the Colombian armed conflict. • Experience in geospatial analysis and use of mapping tools.
