Duties and Responsibilities

The United Nations Resident Coordinator Office for Barbados and the Eastern Caribbean is seeking an experienced individual consultant to support the Government of Antigua and Barbuda in developing a Digital Transformation Strategy. This assignment offers a unique opportunity to help shape a national roadmap that leverages digital technologies to enhance public service delivery, boost economic resilience, and promote inclusion across the twin‑island state. Working closely with government counterparts, the UN system and key stakeholders, the consultant will play a central role in translating vision into practical, forward‑looking solutions that support sustainable development in a Small Island Developing State context. The Consultant will be required to: 1. Conduct a detailed desk review of the current digital landscape and market analysis using existing resources and assessments from the Digital Transformation Framework (Digital Readiness Assessment, the Visioning Workshop), Digital Financial Security (DFS), etc. 2. Facilitate consultations with the government and other key stakeholders. 3. Mapping the main broad thematic areas to be considered for digital transformation (e.g., health, finance, national security, education, infrastructure, technology, green and blue economy). 4. Carry out a SWOT analysis to identify significant opportunities that can be pursued in the near term to fast-track the digital transition of the economy. 5. Prepare a Digital Transformation Strategy that reflects the vision of the government, including the main optimal pathways for digital transformation of the country. 6. Engage the institutions and institutional arrangements (line ministries) necessary for implementation of the Strategy. 7. Support the establishment of a Digital Transformation Technical Working Group that would lead monitoring and evaluation activities related to the implementation of the strategy. 8. Presentation of recommendations and findings to stakeholders for validation. 9. Providing technical expertise for the completion of a Digital Transformation Strategy. 10. Presentation of draft strategy for official endorsement by the government.

Qualifications/special skills

Master’s degree in ICT, Business Computing, Economics, Management, or related field Minimum 15 years of relevant professional experience At least 10 years in digitalization, ICT, public policy, or development Experience working in the Caribbean is an asset A minimum of 15 years relevant working experience At least 10 years in development, public policy, ICT, and digitalization Prior experience working in the Caribbean on related context would be an asset
