Result of Service

o Output 1: The consultant contributes to the finalisation of the ATCMA Continental Observatory concept – Competitiveness Module, including refining the methodological framework, reviewing the structure of indicators, and ensuring alignment with the overall objectives of the ATCMA programme (June 2026). o Output 2: The consultant collects, processes & (in collaboration with website developer) integrates data to populate the Zambia Investment Attractiveness Dashboard and adapts the Manual to use and present the dashboard (September 2026). o Output 3: The consultant calculates and structures the indicators for the ATCMA Continental Observatory – Competitiveness Module, ensuring consistency of data, robustness of methodology, and readiness for integration into the platform (December 2026). o Output 4: The consultant prepares comprehensive training materials for the EAC Competitiveness module, including the development of technical content, guidance notes, and supporting documentation to facilitate effective use of the Observatory (November 2026). o Output 5: The consultant contributes to the delivery of the EAC capacity-building workshop, including providing technical inputs during the sessions and supporting the production of analytical reports generated by participants (February/March 2027).

Duties and Responsibilities

The Africa Trade Competitiveness and Market Access (ATCMA) Programme is aimed at sustainably increasing intra-African trade and trade between Africa and the European Union (EU). Funded by the EU and implemented by the International Trade Centre (ITC) and the United Nations Industrial Development Organization (UNIDO), this four-year programme aims to improve market access for specific value chains and increase the export competitiveness of African small and medium-sized enterprises (SMEs) in these sectors. The umbrella programme is structured around two intervention levels: 1) the Continental Component and 2) Sub-regional Components in five regional economic communities (RECs): COMESA, EAC, ECCAS, ECOWAS and SADC. The International Trade Centre (ITC) is implementing the development of Competitiveness Observatories at regional level for EAC and West African Member States and at the continental level. The ATCMA Continental Component (March 2025 to February 2029) is structured around support to create a robust continental quality infrastructure and enable intra-African trade as well as facilitation for green transition at the continental level. Targeted technical interventions are designed to strengthen a continental regulatory framework that supports trade competitiveness through value addition in priority continental value chains and “Made in Africa”products. In addition to the technical activities included under the ATCMA Continental Component, a critical function of the Component is to ensure coordination between the Continental and Sub-regional Components to ensure the delivery of an overall coherent and impactful umbrella programme aligned to the strategic objectives of the African Union, the African Continental Free Trade Area (AfCFTA) Secretariat, and RECs. The EAC Competitiveness Observatory aims to strengthen evidence-based policymaking and support value chain development through data-driven analysis and digital tools. The Observatory includes modules on trade competitiveness and regional value chains and supports data-driven decision-making by governments and stakeholders. DESCRIPTION OF DUTIES/RESPONSIBILITIES Under the direct supervision of the Economic Affairs Officer (project lead) and in collaboration with the project teams the consultant will: • Finalise the ATCMA Continental Observatory concept – Competitiveness Module • Prepare training materials for the EAC Competitiveness module • Contribute to the delivery of the EAC capacity-building workshop and support report production • Collect and process the data for all modules of the Zambia Attractiveness Investment Dashboard and coordinate its appropriate integration in collaboration with the website developer. Copyright Clause: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills

o Postgraduate degree (MA/MSc/MBA, PHD or other) o Statistics or Economics o Extensive relevant experience may be accepted in lieu of the university degree. o A minimum of 5 years of experience in quantitative economic research and analysis. Skills: o Sound knowledge on foreign direct investment and trade statistics. o Advanced knowledge of Excel and R. o Knowledge of other statistical software is an advantage.

Languages
