Duties and Responsibilities
Background In early 2025, Cameroon was designated as one of eight countries to transition out of the international IASC coordination architecture, a move driven by global funding constraints and the "Humanitarian Reset" strategy aimed at empowering local actors and reducing bureaucracy. This strategic shift does not represent an immediate move to development coordination, but rather a transition toward a localized, government-led humanitarian model designed to sustain essential relief efforts while transferring coordination responsibilities to national counterparts. To support this, the Humanitarian Country Team (HCT) has approved a phased move from cluster-based to localized sectoral and area-based coordination, ensuring that protection and humanitarian principles are maintained while development partners engage more deeply to address structural vulnerabilities and durable solutions for IDPs. Concurrently, OCHA Cameroon is implementing a three-phase evolution to transform into a streamlined Humanitarian Advisory Team (HAT) by 2027—at which point residual needs are expected to be integrated into the UNSDCF—while retaining the operational agility to rapidly scale up in response to any sudden-onset emergencies or climate shocks. The transition is taking place against a backdrop of shrinking humanitarian financing, underscoring the urgency of anchoring humanitarian strategies in development and peacebuilding approaches consistent with the UN80 reforms and the Humanitarian Reset. Alignment with the ongoing Peacebuilding Architecture Review (PBAR) also opens strategic opportunities to strengthen collaboration with international financial institutions such as the World Bank and the African Development Bank. In this context, the Resident/Humanitarian Coordinator (RC/HC) developed and presented a Transition Vision Paper to the Deputy Secretary General and to the Joint Steering Committee (JSC). This vision was discussed at the highest level with the Deputy Secretary General and within the JSC. During the JSC meeting, and while recalling the systemic issues raised by Resident/Humanitarian Coordinators (RC/HCs) in their Transition Vision Statements, the DCO presented an overview of the support offers from JSC members among which the most relevant for the case of Cameroon are: • Support to development coordination and planning. • Strengthening of national and local institutional capacities, including the recruitment of a consultant to develop the resource‑mobilization strategy, which falls under this area of support. This transition is part of the broader global reform agenda commonly referred to as the "Humanitarian Reset", driven by shrinking humanitarian funding and the need to optimize coordination mechanisms. It aligns with global commitments under the Grand Bargain, which promote: • Localization of aid • Increased leadership of national actors • Moreefficient and context-driven responses Under the direct supervision of the RCO partnerships and Finance officer, the consultant will perform the below duties and responsibilities. • Identify and map national operational actors at decentralized levels • Analyze potential funding and partnership opportunities • Develop a structured, actionable, and context-specific resource mobilization strategy The North-West and South-West regions of Cameroon remain affected by a protracted crisis characterized by displacement, protection concerns, and disrupted basic services. In this context, ensuring a smooth humanitarian transition and sustaining post-transition interventions requires a robust and diversified resource mobilization strategy.
Qualifications/special skills
An advanced university degree (master's or equivalent) in international development, economics, project management, or related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. A minimum of seven (7) years of proven experience in resource mobilization and strategic planning, including at least five (5) years within humanitarian and/or development programming is required. Proven experience in fragile or crisis-affected contexts is required. Strong knowledge of the Cameroon context or similar settings is required. Excellent analytical and report-writing skills is required Strong facilitation and stakeholder engagement skills is desired Familiarity with localization and humanitarian-development nexus is desired Ability to deliver high-quality outputs under tight deadlines is desired
Languages
For this consultancy, fluency in oral and written French is required. Knowledge of English is required. Working knowledge of any other UN language is desirable
