Meeting documentation for the 17th Working Group of Government Experts on Technical Assistance is prepared and finalized; 9. One expert panel on organized fraud is coordinated and facilitated during the Constructive Dialogue on International Cooperation and Technical Assistance; 10. One side event or exhibition is organized and implemented on the margins of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime.

Duties and Responsibilities

1. Background of the assignment The post is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), working for the Global Programme for Implementing the Organized Crime Convention. The incumbent will work under the direct supervision of the responsible Associate Legal Officer in the Conference Support Section, and general supervision of the Programme Manager. The UNODC Global Programme on Implementing the Organized Crime Convention serves as a key vehicle of technical assistance delivery on strengthening normative and policy responses to organized crime worldwide. 2. Purpose of the assignment The purpose of this assignment is to support the Conference Support Section (CSS) of the Organized Crime and Illicit Trafficking Branch (OCB) in in its work on the implementation of the United Nations Convention against Transnational Organized Crime (UNTOC), including through conducting legal research and analysis relating to organized crime and the servicing of intergovernmental meetings, with a focus on crimes that affect the environment and organized fraud, and coordinating monitoring and evaluation of activities. 3. Specific outputs to be performed by the consultant Under the overall guidance of the OCB/CSS Chief, and the direct supervision of the Associate Legal Officer, the consultant will perform the following specific tasks: • Develop, and coordinate the implementation and use of, a monitoring and evaluation system for the Global Programme on Implementing the Organized Crime Convention, in consultation with project managers and other personnel within the programme; • On behalf of the programme, contribute to UNODC network of monitoring practitioners and contribute to the development of a UNODC-wide monitoring tool; • Co-ordinate the participation of NGOs and private sector stakeholders at Global Fraud Summit; • Co-ordinate expert panels, side events and exhibitions at/on the margins of intergovernmental meetings and summits; • Provide substantive input to drafting of documents, including concept notes, briefing notes, speaking notes, notes verbales, meeting reports and donor reports; • Research and analyze legislation on organized crime and upload to the SHERLOC knowledge management portal, with a focus on legislation on crimes that affect the environment. • Develop presentations on topics related to crimes that affect the environment. • Develop webpages related to the programme and relevant intergovernmental processes. • Provide substantive support for the preparation and servicing of the 17th Working Group of Government Experts on Technical Assistance and the 13th session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime, including through the drafting of documents. • Provide substantive support for the preparation and servicing of the Constructive Dialogue on International Cooperation and Technical Assistance, including through the drafting of documents and the coordination of expert panels.

Qualifications/special skills

- An advanced university degree (Master’s degree or equivalent) in law, international relations, criminology or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 2 years of progressively responsible experience in project implementation, preferably in an international organization, is required; - Previous work experience in supporting intergovernmental processes is desirable; - Previous work experience in civil society engagement is desirable; - Previous knowledge of organized crime, crimes that affect the environment or organized fraud is desirable; - Previous experience working with knowledge management portals such as legal databases is desirable; - Previous experience with website content management systems is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
