The Consultant will develop Strategic Plan, the training materials for facilitating raining workshops that provide hands on capacity to implement the Strategic plan. The Consultant will also conduct Train of Trainers (ToT) workshop for a team of experts at Continental level.

Duties and Responsibilities

Background Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. To address the increase of losses attributed to disasters in the continent, UNDRR jointly with African Union developed the Africa Multi-Hazard Early Warning for Early Action (AMHEWAS) programme. The goal of the programme is to substantially reduce continental disaster risk and losses in lives, livelihoods and health in the economic, physical, social, cultural and environmental assets of persons, business, communities and countries. The AMHEWAS programme aims to contribute to building disaster resilience of the continent through substantial reduction of existing risks and proactive management of residual risk through timely provision of multi-Hazard early warning information and early actions, thus reducing exposure of the people and assets. The AMHEWAS Programme is implemented under the Africa Institutional and Operational Framework to Implement Multi-Hazard Early Warning and Early Action System. The Framework was endorsed by the AU Executive Council on its 40th Ordinary Session through decision number EX.CL/Dec.1144(XL). Since its inception, the AMHEWAS programme has supported establishment of Multi-Hazard Early Warning for Early Action Situation Rooms at Continental Level at AUC headquarters in Addis Ababa, at Regional Economic Communities at ECCAS in Douala, at ECOWAS in Abuja, at IGAD/ICPAC , at SADC-SHOC in Nacala and the National situation room in Dodoma Tanzania and Maputo, Mozambique. Efforts are underway to support Zambia, Namibia, Chad and Ethiopia to establish national situation rooms. To complete continental system, the established situation rooms will be interoperable horizontally and vertically at country, regional and continental level. Further the AMHEWAS programme supports capacity building to country to address the four main challenges of the effective Multi-hazard Early Warning systems which are enhancing multi-hazard risk knowledge, enhancing capacity for detection, monitoring, analysis and forecasting, enhancing dissemination of warnings and strengthen Africa preparedness and response capacities To ensure the programme achieve its goals, UNDRR on behalf of AUC is recruiting a consultant to develop the AMHEWAS Strategic Plan for 2026 -2031. The strategic plan will provide guidance on specific, measurable and time bound goals that will facilitate the programme to achieve its objectives. The consultant will work under the overall supervision of the Programme Management Officer of the UNDRR regional office for Africa and work closely with the Technical Coordinator of the Africa Union Disaster Risk Reduction Unit and the AUC AMHEWAS team. UNDRR is seeking a qualified and experienced consultant to develop the AMHEWAS Strategic Plan 2026 – 2031 and develop its implementation Plan. In developing the Strategic Plan, the consultant will be required to: - 1. Conduct consultation meetings with experts from UNDRR, AUC, RECs, Selected AU Member States and other partners for guidance, comments, reviews and collections of inputs and document the findings for future reference. This will include consultation on the existing documents such as the draft Strategic Plan and SEBE strategic Plan 2. Ensure the Strategic plan is aligned with global policies and initiatives such as the AU Agenda 2063, Sendai framework for Disaster Risk Reduction, Paris Agreement and Early Warning for All initiative 3. Present the draft Strategic Plan to all relevant partners and stakeholders for comments and reviews 4. Develop a results framework with indicators, targets, and monitoring and evaluation (M&E) mechanisms. 5. Facilitate validation workshop for the proposed Strategic Plan with key partners, stakeholders to collect feedback to be incorporated in the draft Strategic Plan. 6. Prepare the Strategic Plan Implementation plan and Propose a financing and resource mobilization strategy. 7. Submit the desktop published Strategic Plan to the Africa Union Commission through UNDRR Regional Office for Africa The consultant will work under the general supervision of the Programme Management Officer- UNDRR-ROA

Qualifications/special skills

Ten (10) experience in Disaster Risk Reduction, Early Warnings, Climate Change or any other relevant field is required. Experience in the development of strategic plans or frameworks for national, regional or multilateral institutions is required Experience in development of strategic plans or frameworks for national, regional or multilateral institutions is required. An understanding of African institutional frameworks and development agendas is desirable Excellent analytical, facilitation, and report-writing skills is desirable Experience working with multilateral organizations, governments, and development partners is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required
