Duties and Responsibilities
Organizational background UN-Habitat is the United Nations Programme working towards a better urban future. It is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. The adoption of the New Urban Agenda (NUA) and the Sustainable Development Goals (SDGs), which include the urban goal (SDG 11) make cities and human settlements safe, inclusive, resilient, and sustainable, firmly place urbanization at the forefront of international development policy. UN-Habitat is the lead agency within the UN system for coordinating activities in the field of human settlement development and leading the collaboration with local and regional governments and their networks. The Adoption of the New Urban Agenda The United Nations Human Settlements Programme (UN-Habitat) is the lead United Nations agency for cities and human settlements. The agency is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all and sustainable development. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206. UN-Habitat, being the focal point for all urbanization and human settlement matters within the UN system, has a role in delivering the 2030 Sustainable Development Agenda, adopted by Member States in 2015, specifically goal 11 make cities and human settlements inclusive, safe, resilient and sustainable, UN-Habitat is assigned as the custodian for this goal. As our cities and towns grow at unprecedented rates, setting the social, political, cultural and environmental trends of the world, sustainable urbanization is one of the most pressing challenges for the global community in the 21st century. In 1950, one-third of the world’s population lived in cities. Just 50 years later, this proportion has risen to one-half and will continue to grow to two-thirds, or six billion people, by 2050. Cities are now home to half of humankind. They are the hub for national production and consumption - economic processes that generate wealth and opportunity. But they also create disease, crime, pollution and poverty. In many cities, especially in developing countries, slum dwellers number more than 50% of the population and have little or no access to shelter, water and sanitation. The Strategic Plan for the period 2026–2029 UN-Habitat is implementing its Strategic Plan for the period 2026–2029, approved by the UN-Habitat Assembly in 2025. The new Plan builds on the achievements and lessons of the 2020–2025 cycle and reaffirms UN-Habitat’s role as the United Nations’ focal point for sustainable urbanization and human settlements. It aims to accelerate progress towards the Sustainable Development Goals (SDGs)—particularly Goal 11: Sustainable Cities and Communities—by promoting inclusive, resilient, and climate-smart urban transformation. The 2026–2029 Strategic Plan introduces an integrated and action-oriented approach that bridges humanitarian, development, and peacebuilding efforts, ensuring that no one and no place is left behind. It focuses on strengthening partnerships, enhancing data and digital transformation, and supporting local implementation capacities to scale up urban solutions globally. The Plan is structured around four interconnected domains of change that guide UN-Habitat’s work with Member States, local authorities, civil society, and development partners: • Reduced spatial inequality and poverty in cities and communities. • Enhanced shared prosperity and opportunities for all. • Strengthened climate action and environmental sustainability in urban areas. • Improved urban crisis prevention, response, and recovery capacity. Together, these domains contribute to advancing inclusive, safe, resilient, and sustainable cities and communities that foster human dignity, social justice, and environmental balance. Following the adoption of the Strategic Plan and specifically pursuing ‘strengthened climate change action and improved urban environment’ UN-Habitat Sudan Country Office is contributing to the regional ROAS AF Climate Innovation Accelerator AFCIA Grant proposal (Egypt, Jordan, Lebanon, Sudan, Syria and Yemen), which has been recently initially approved at pre concept stage. Besides that, UN-Habitat Sudan is developing a proposal for Fund for responding to Loss & Damage in coordination with ROAS focal Points/ experts, that received approval for the Expression of Interest EOI from UN-Habitat HQ. Duties and Responsibilities The consultant will carry out the following tasks and responsibilities: • Lead and support the development of project proposals for Sudan CO related to climate change adaptation, water management, and urban resilience—particularly for the Adaptation Fund and FLRD programmes, provide technical inputs and analysis to inform project design, concept notes, and full proposal submissions aligned with UN-Habitat and donor requirements. • Undertake research and data collection activities in the field to assess environmental vulnerabilities, climate impacts, and water resource challenges in urban and peri-urban areas. • Facilitate coordination and liaison with national counterparts, including government agencies, research institutions, and local partners, to ensure national ownership and alignment with country priorities. • Support regional proposal development and knowledge exchange by contributing to joint initiatives, particularly AFCIA regional proposal, and providing technical backstopping where required. Reporting line The consultant will be working under the direct supervision of the National Programme Coordinator, UN-Habitat Sudan CO.
Qualifications/special skills
First university degree in international development, environmental studies, climate change or any other related field is required. • Minimum 2 years of experience working on climate change projects in Sudan is required. • Proven experience in climate resilience-related project development, including writing proposals and conducting climate change impact and vulnerability assessments, as well as experience in field data collection and environmental damage assessment, and demonstrated experience coordinating with national environmental institutions and counterparts is required. • Proven experience in drafting analytical reports, technical papers and policy-oriented documents on climate change impacts and vulnerability is required. • Added value: Experience in Water Resources Management, including Integrated Water Resources Management (IWRM) and/or hydrology-related studies is desired.
