Result of Service

The goal of this job function is to ensure the safe and efficient transportation of passengers in support of ITC’s project implementation activities in Iraq, and to help ensure effective communication between ITC offices in Baghdad, Erbil, Mosul, and Basra.

Duties and Responsibilities

BACKGROUND: The International Trade Centre (ITC), is the joint agency of the World Trade Organization (WTO) and the United Nations (UN). It is fully dedicated to the success of small and medium-sized enterprises (SMEs), connecting markets, improving lives. In Iraq, we build trade-led growth for inclusive prosperity. ITC is a fully resident agency, member of the UNCT with offices in Baghdad (UN compound), Erbil, Mosul and Basra. RESPONSIBILITIES: Under the direct supervision of the National Administrative and Finance Officer, the Security Driver will be responsible for the following tasks: • Function as a driver responsible for the transportation of passengers under conditions and circumstances of increased security threats; • Drives office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items; Meets official personnel at the airport and facilitates immigration and customs formalities as required, pick up the official staff from/to the airport at any travelling time; • Personally responsible for the safety and security of all passengers entrusted to his/her care. • Applies good judgment in the context of assignments given. • Ensures that the steps required by UN security rules and regulations are taken at all times and under all circumstances; • Drive both non-armoured as well as armoured vehicles; • Planning of routes, in conjunction with the UNDSS and ITC plans, ensuring the safety of passengers at all times; • Ensure that the assigned vehicle is fully operational and well-maintained including inventory of all the necessary communication and emergency equipment readily available and tightly secured in their assigned vehicles such as first-aid kit, fire extinguisher, serviceable spare wheel, wheel changing kit, spare keys, torch, spare water, jumper cable & tow rope; • Maintain vehicle logbooks for daily trips and keep records of mileage and fuel consumption of each vehicle; • Ensure that the assigned vehicles are maintained regularly in accordance to service records of each vehicle and when required; Liaises with Transport workshop/contractor on the maintenance of vehicles. Ensures that the vehicle(s) is/are presented for scheduled maintenance/repairs in accordance with the service schedule. • Ensure that the assigned vehicles are in good operational conditions: conducting daily checks (oil, fuel, brakes, tyres, battery, tool kits, etc.) on all assigned vehicles and before the commencement of any trip/mission, and reporting of any defects to the FSA for immediate repairs and maintenance; • Perform minor mechanical emergency repairs on vehicles as and when required; • Assist the ITC security lead in maintaining liaison and rapport with the local security authorities and other relevant government authorities when required, perform functions as member of an advance party if required and assist in checking, reconnaissance of routes and destinations prior to the movement of UN personnel; Maintain close communication with the ITC security lead or Team Leader during all movements; • Ensure that the vehicle is not left unattended while on mission and conduct a 360 degrees vehicle sweep before and after any movement; • Execute operational procedures and practices dependent on operational environment and observe all national traffic rules and act in accordance with UN rules regarding vehicle operation and traffic safety; • Ensures that the steps required by rules and regulations are taken in case of involvement in accident. • Transports cargo to various delivery points in the mission area. • Collects and deliver mails to and from UN Agencies, Local Authorities, NGOs and other government offices. • Prepares movement of personnel and obtains proper authorization before trips • Provides ad-hoc support on clerk duties such as printing documents, transportation and set-up of visibility material, filing documents, data entry, etc. • Willing to accommodate different tasks in a flexible way, also regarding working hours and travelling to the field of operation. • Performs other duties as required.

Qualifications/special skills

EDUCATION: High school diploma or equivalent. Valid Driver’s license is required. UNDSS Local Security Assistant (LSA) and Field Security Associate (FSA) certifications are required Close Protection/Personal Security Team Driver training desirable. EXPERIENCE: A minimum of 2 years’ experience in security services, civilian police force, military police or other relevant military operations with a safe driving record is an essential requirement. Experience as duty driver for United Nations or international agencies desirable. Experience in working with government and/or private sector counterpart desirable Experience as a Close Protection / Personal Security Team Driver desirable. COMPETENCIES: • Professionalism: Knowledge and understanding of the UN security policies and procedures for Iraq, particularly in relation to transportation of UN personnel; Knowledge of driving rules and regulations. Knowledge of the area and the current condition of roads and highways, security and safety awareness; familiarity with frequently travelled routes and routines of the more senior staff or the officers. Knowledge of vehicles maintenance. Knowledge of protocol. Ability to present clear and concise information. Ability to operate armoured vehicles for field missions, reconnaissance, security assessment, convoy protection movement. Ability to collect information and assess potential security trends that may impact UN operations. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Languages

Fluency in English and Arabic is required.

Additional Information

This contract will be administered on behalf of ITC by UNDP. This vacancy is open for locally residing Iraqi nationals. Applicants must be authorized to work in the duty station where the position is located. Eligible applicants selected from outside the duty station are responsible for any expenses in connection with their relocation to the duty station.
