Duties and Responsibilities

Background Since 2021, countries in the Arab region have been engaged in the global food systems transformation process launched at the UN Food Systems Summit, convened by the UN Secretary-General to accelerate progress across all 17 Sustainable Development Goals (SDGs) through a food systems approach. By highlighting the interconnectedness of food systems with challenges such as hunger, climate change, poverty, and inequality, the Summit led countries to develop national food systems transformation pathways under the leadership of appointed National Convenors. Objective The consultant will support the preparation of the national food systems transformation pathway of Libya. This will include assessing the current state of food systems, mapping key stakeholders, supporting the organization of a structured consultation, and translating agreed priorities into a draft pathway document in coordination with the National Food Systems Focal Point in the Government of Libya and ESCWA. In doing so, the consultant will draw upon ongoing regional initiatives on food systems transformation and ensure close alignment with regional consultation processes and timelines. The consultant, in close coordination with the National Food Systems Focal Point of Libya, will ensure that national priorities are clearly articulated and fed into regional processes, while maintaining coordination and feedback between national and regional levels. Main Responsibilities Deliverables 1: • Prepare food systems background note on Libya, which includes draft list of food systems indicators of relevance to Libya and relevant climate change parameters drawing on existing ESCWA knowledge products. • Solicit feedback and draft note and secure agreement on list of indicators to include to inform national food systems pathways development • Collect data on agreed list of indicators and elaborate background note Deliverables 2: • Prepare online survey to identify key food systems challenges and transformation priorities in Libya and disseminate it to relevant stakeholders across food systems sectors. • Analyse survey results. • Prepare PowerPoint presentation of background note and survey results for national dialogue Deliverable 3: • Identify list of national food system stakeholder institutions • Contribute to the organization of the national food systems dialogue, including preparation of meeting agenda and identification of national food systems stakeholder invitees under the leadership of the National Food Systems Convenor. • Propose outline of National Food Systems Pathways Report, drawing on global and regional experiences • Deliver presentation(s) during the national dialogue. • Support the National Food Systems Focal Point in Libya in preparing for participation in the 4th Arab Regional Meeting for Food Systems Transformation and ensure that relevant outcomes from the regional meeting are reflected in the national dialogue. Deliverable 4: • Draft the national food systems dialogue report that include national food systems pathway outline based on consultation outcomes, with annexed meeting agenda and list of participants (with email addresses). • Finalize the dialogue report based on feedback received. Deliverable 5: • Draft preliminary national food systems pathway based on background note, consultation outcomes, and discussions with National Food Systems Convener and ESCWA. • Finalize draft national food systems pathway based on feedback received.

Qualifications/special skills

Master's degree or higher in food security/food systems, economics, public policy, agriculture, climate change, sustainable development or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of experience related to food systems, climate change and/or sustainable development planning is required. Strong analytical and writing skills is desirable. Excellent communication and interpersonal skills are desirable.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic are required. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
