Duties and Responsibilities
The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements and sustainable urbanisation. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities to provide adequate shelter for all. With its vision for “a better quality of life for all in an urbanizing world”, UN-Habitat works with Member States and partners to build inclusive, safe, resilient, and sustainable cities and communities (Sustainable Development Goal (SDG) 11). The Agency also leads and coordinates the monitoring of and reporting on global progress in the implementation of the New Urban Agenda and Sustainable Development Goal (SDG) 11 The Independent Evaluation Unit (IEU), UN-Habitat is seeking a support consultant to support centralized evaluations and updating the JIU recommendation tracking system and carry out additional tasks specified under section of Tasks and Responsibilities. Context: The Administrative Instruction (ST/A1/2021/3/Rev.1 on evaluation in the UN Secretariat describes UN organization’s requirements and procedures for planning, management, conduct and used of the evaluations in all UN Secretariat entities. Use and follow-up to implementation of UN-Habitat evaluation recommendations, through Management responses have weaknesses and needs improvement. Following the termination of PAAS in 2020, the tracking of management responses and implementation of the UN-Habitat evaluation recommendations have been done manually, taking a lot of time of the insufficient IEU capacity, to coordinate and follow-up implementation of evaluation recommendations. Responsible Officers for development of management responses and updating the implementation of recommendations have not been responsive as required. Tasks and responsibilities of the support consultant: Under the supervision of the Chief, Evaluation Unit, UN-Habitat, the consultant will provide coordination support to the evaluation of the evaluation: Specifically, the support consultant will: (a) Provide support to the on-going centralized evaluations. (b) Follow-up with all responsible offices to ensure all 24 completed evaluation reports, completed in 2024 and 2025 have complete management responses. (c) Follow-up and update the status of all UN-Habitat evaluation recommendations resulting from all completed decentralized evaluations conducted from 2020 to End of June 2026. (d) To ensure that the on-going evaluation below have complete management responses at their completion. Final Evaluation of The Project for the Improvement of Living Conditions in Informal Settlements in Aleppo and Homs, Syria. Terminal Project Evaluation of the United Nations Innovation Technology Accelerator for Cities in Hamburg (UNITAC Hamburg). Final Project evaluation of Just transitions in vulnerable places-digital solutions for more climate resilient informal areas (Namibia) and climate smart urban recovery of communities affected by crisis (Ukraine). Final Evaluation of the Young Gamechangers Initiative (YGI) – Phase I
Qualifications/special skills
First academic degree in political sciences, statistics, social sciences, governance, planning, information technology or related fields is required. Knowledge of Results-Based Management and good analytical skills is required. At least 4 years of proven work experience in evaluation field is required. Knowledge and understanding of UN-Habitat and its mandate; and Knowledge and experience of UN-Habitat programming at global, regional and country levels is desirable. Proven competency in, document analysis, and interviewing; Written and oral fluency in English; and Excellent writing and communication skills are desirable. Client and services oriented; good at networking and ability to work collaboratively with various stakeholders are desirable.
Languages
English and French are working languages of the UN. For this consultancy, fluency in oral and written English is required.
