The CCAC National SLCP Consultant for Ecuador will support the Ministry of Environment and Energy (MAE) in engaging key stakeholders to develop an activity matrix to initiate preparation of a national SLCP and methane roadmap, with CCAC support. The consultant will assist in identifying and prioritizing project proposals, developed with CCAC guidance, to facilitate access to financing through the CCAC project funding mechanism, with priority given to the Waste and Industrial Processes sectors. The role includes supporting MAE in overseeing technical deliverables from implementing partners (CCAC project: Enabling platform for the participation of male and female rice producers in carbon markets, including digital MRV), ensuring compliance with CCAC and national requirements, and promoting awareness‑raising and capacity‑building on SLCP‑related issues among relevant institutions. The consultant will work in close coordination with the CCAC Focal Point and the CCAC Secretariat.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast actions to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. As of October 2023, the CCAC Secretariat is also providing secretariat services to the Global Methane Pledge. More information about the Global Methane Pledge is here: www. Globalmethanepledge.org. Ecuador is committed to the reduction of methane and other short-lived climate pollutants as part of the efforts to minimize the average global temperature increase and climate change impacts. As such, during the 26th Conference of the Parties (COP 26), the Government of Ecuador signed onto the Global Methane Pledge which seeks to reduce methane emissions 30% by 2030 with regards to emissions in 2020 to slow down global warming. In addition, Ecuador is a Global Methane Initiative partner and an endorser of the World Bank’s “Zero-Routine Flaring Initiative” by 2030 initiative. Currently, Ecuador is receiving support from the CCAC in the transformative project “Enabling platform for the participation of male and female rice producers in carbon markets, including digital MRV” to create economic incentives for rice producers, encourage sustainable practices, and ensure gender-sensitive approaches by developing a national roadmap and a digital MRV (Measurement, Reporting, and Verification) business model. This is a multi-country project implemented by Inter-American Institute for Cooperation on Agriculture (IICA) and considers activities in Argentina, Brazil, Ecuador, Uruguay and Chile (2025- 2027). To support Ecuador’s efforts on super‑pollutant emissions reduction, the CCAC is seeking a National SLCP Consultant for Ecuador to enhance the capacities of the Ministry of Environment and Energy (MAE), as the CCAC focal point. The consultant will be embedded at MAE and will report to the CCAC Secretariat. All deliverables are to be validated by the CCAC focal point at the MAE. The role will also focus on strengthening the Waste and Industrial Processes sectors by improving data quality, calculation methodologies, and related technical capacities to advance short‑lived climate pollutant (SLCP) mitigation. Objectives: 1. Develop an activity matrix to initiate and structure the preparation of a national roadmap for mitigating short‑lived climate pollutants (SLCPs) and methane with the participation of key stakeholders and with technical guidance from the CCAC. 2. Consolidate a portfolio of prioritized project proposals, developed with CCAC support, enabling Ecuador to access the CCAC project funding mechanism, with emphasis on the Waste and Industrial processes sectors. 3. Support the activities and review of deliverables of the CCAC transformative project “Enabling platform for the participation of male and female rice producers in carbon markets, including digital MRV 4. Support organization of activities to improv institutional capacities among entities responsible for air quality, health, waste management, agriculture, energy, and industry through awareness‑raising and technical capacity‑building activities on short‑lived climate pollutants. 5. Ensure Ecuador remains an active CCAC partner and benefits from the Coalition (e.g., exchange of best practices, technical assistance, funding, bilateral partnerships). 6. Provide technical support to the Climate Change Mitigation Directorate of the MAE in any matters required by the Directorate. 7. Ad hoc support as part of the CCAC Secretariat team
Qualifications/special skills
- Advanced university degree (master’s or equivalent) in environmental sciences, sustainable energy, climate policy, economics, chemical, or a similar discipline related to climate change and/or air pollution. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of four years of professional experience in a field relevant to climate change mitigation, air pollution, and/or environmental and climate policy pollution is required. - Proven experience preparing technical reports, stakeholder engagement materials, scientific articles, or capacity-building content related to climate change, SLCPs, or air pollution is required. - Experience working with government and/or international development partners in the environmental/climate sector is required. - Experience in the Waste and Industrial Process sectors is required. - Ability to work effectively with diverse stakeholders and to collaborate with multidisciplinary team is required. - Excellent communication skills, both written and oral presentations are required. - Knowledge of the national policies in climate change mitigation is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Ecuador is required. - Experience in estimating emission reductions, developing and updating GHG inventories, and using modelling tools to assess mitigation scenarios and their impacts is desired. - Knowledge and previous experience working on climate change, short-lived climate pollutants, climate change international agreements or air pollution is desired. - Ability to work with advanced formulas in Excel spreadsheet is desired.
