Result of Service
The Department of Planning's Strategic Project Management Office (SPMO) plays a critical role in guiding and supporting the Agency’s strategic projects portfolio. It is responsible for advising on and enabling decisions related to project prioritization and delivery, ensuring alignment with UNRWA’s strategic framework. It also supports project management governance structures to enhance oversight and decision-making. Additionally, the SPMO institutionalizes standard-based project portfolio and project management processes, procedures, tools, and systems. A key function of the SPMO is to establish monitoring systems that provide clear, timely, and reliable information on the status of both the overall project portfolio and individual projects, ensuring transparency and accountability for internal and external stakeholders. Finally, the SPMO is dedicated to strengthening project management capabilities throughout the Agency by developing competencies and promoting best practices in project implementation.

Duties and Responsibilities
UNRWA is seeking Projects Support Consultant (P3 level) to support the effective management of the Agency’s project portfolio. This role requires a strategic and analytical mindset, strong stakeholder engagement skills, and expertise in project and portfolio management best practices. The consultant will be responsible for: • Apply project and portfolio management methods to align the Agency’s projects with its overall goals. • Support project teams to manage projects effectively and deliver results on time. • Help oversee the Agency’s projects by reviewing and balancing the portfolio, preparing the annual priority list, checking project quality, and promoting accountability. • Assist with rolling out and applying the UNRWA Project Procedures Manual (PPM) across the Agency. • Analyze project data to track performance, spot trends, and suggest improvements. • Prepare reports on project progress and flag any major issues when needed. • Improve project tracking and reporting tools, such as dashboards and digital systems, to support better decision-making and transparency. • Support the maintenance and improvement of the Agency’s project governance systems. • Help build a strong project management culture by organizing training, updating standards, introducing tools, and applying best practices and lessons learned. • Work closely with colleagues from HQ, field offices, and the executive office. • Carry out other tasks as needed.
Qualifications/special skills
Education • An advanced university degree from an accredited educational institution in management, international development, business administration or any other related field. • An initial degree (bachelor or equivalent) plus two additional years of experience may be accepted in lieu of a post-graduate degree. • Certification in project management, such as PRINCE2 or PMP is highly desirable. Experience • At least five years of relevant project management experience within the United Nations, international organizations, or international non-governmental organizations (INGOs). • Demonstrated experience in project, programme, portfolio management methodologies and practices. • A minimum of two years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. Technical Skills & Competencies • Strong written and verbal communication skills in English (Arabic is an asset). • Proficiency in Microsoft Office (Word, PowerPoint, Excel) • Strong analytical and problem-solving skills • Excellent facilitation, presentation, and interpersonal skills with the ability to engage diverse audiences. • Ability to efficiently and effectively produce high-quality outputs under tight deadlines and manage multiple tasks simultaneously • Ability to work independently and collaboratively within a multicultural team. • Familiarity with Palestine refugee issues Travel requirements (if any) The consultant may travel to UNRWA´s fields of operation, subject to organizational priorities and prevailing security and other conditions at the time of the assignment.
Languages
Fluency in English both orally and in writing is required, fluency in Arabic will be considered an advantage.
Additional Information
The Projects Support Consultant will be employed full-time for an initial period of six months, with the possibility of extension based on needs, performance and the availability of funds. The duty station for this position will be UNRWA Headquarters in Amman, Jordan. Remuneration will follow the UN international salary scale, with a P3-level salary of approximately USD 96,692 year (all inclusive).
