Result of Service
The consultant will deliver the following: - Analytical review report of the UNEP Plastics Project Document, including assessment of progress, identification of gaps, and recommendations for alignment with UNEP’s Medium-Term Strategy (2026–2029). - Inputs to the revision of the UNEP Plastics Project Document, including updated sections reflecting analytical findings and priority areas. - Synthesis report of the capacity-building project in Asia-Pacific, including key results, lessons learned, and implementation challenges, and a concept note for follow-up or scaling activities. - Technical review and quality assurance of country-level deliverables for Malaysia, including written feedback on regulatory analysis, identification of gaps, and recommendations to strengthen technical outputs. - Analytical note on convergence and alignment between Plastics Reboot and other relevant programmes, including GEF Integrated Programmes, with recommendations to strengthen coherence and complementarity. - Guidance note on the integration and application of selected external tools and frameworks (including GPAP and Plastic Pact) within Plastics Reboot activities. - Design and delivery of a series of knowledge-sharing sessions (e.g. webinars), including preparation of technical materials and documentation of key outcomes and lessons learned. - A set of analytical briefs on emerging issues, policy and regulatory developments, and opportunities for scaling circular economy solutions to plastic pollution. - Contributions to the development of concept notes and project proposals, including technical inputs to the definition of activities and structuring of proposals, ensuring alignment with programme priorities and funding opportunities.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Industry and Economy Division works with international governments and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. The UNEP Plastics Unit is UNEP's programme to activate and scale up global, regional, and national actions to tackle plastic pollution. The Initiative consolidates all UNEP's plastic-related projects, activities, actions, and results into a unified programme that leads and implements a system-wide transformation towards a safe circular economy of plastics. Through collaboration with diverse stakeholders, ongoing projects, and a multifaceted approach, the Initiative seeks to accelerate market transformation towards a circular economy of plastics. UNEP Plastics Initiative will undertake a mid-term review of progress against its objectives and performance targets to identify gaps, inform priorities, and support alignment with UNEP’s Medium-Term Strategy (2026–2029) and future resource mobilisation. In parallel, the Initiative continues to implement activities providing technical support to countries on policy, private sector engagement, financing, and knowledge generation related to circular economy approaches to plastic pollution. In this context, UNEP is seeking a technical expert to provide additional technical capacity to support analytical work, review selected technical outputs, and contribute to the development of new activities and project concepts.
Qualifications/special skills
- Advanced University Degree (or equivalent) in Environmental Science, Circular Economy, International Development, or related disciplines is required. - At least 5 years of relevant professional experience in one or more of the following areas: circular economy, plastic pollution, chemicals and waste, or related fields of sustainable development is required. - Experience with the Global Environment Facility (GEF), including familiarity with GEF projects, processes, and Integrated Programmes, is required. - Demonstrated experience in analytical work, including review of technical documents, synthesis of findings, and preparation of reports or knowledge products is required. - Experience in developing project concepts, proposals, or technical inputs for programmes in the area of environment or sustainable development is desirable. - Experience working with international organisations or/and United Nations is desirable.
Languages
Fluency in English (oral and written). Fluency in in other UN languages is an advantage.
