The successful completion of this consultancy will result in: • Enhanced technical capacity of member States, particularly National Hydrological and Meteorological Services, to operationalize impact-based forecasting through improved tools and targeted training • Strengthened analytical foundations for climate risk assessment, including robust multi-hazard exposure analyses and geospatial outputs supporting decision-making • Improved policy uptake through high-quality knowledge products, including a policy brief and technical report that translate complex analyses into actionable recommendations • Effective regional knowledge exchange and coordination, facilitated through well-designed workshops that advance dialogue on ocean-climate resilience and climate risk management • Increased resilience of critical systems and sectors by enabling policymakers and practitioners to better anticipate, assess, and respond to climate-related risks.

Background: The Asia-Pacific region remains highly vulnerable to the increasing frequency and intensity of climate-related hazards, including floods, droughts, tropical cyclones, and slow-onset disasters such as sea-level rise. Strengthening risk-informed decision-making and climate resilience requires robust analytical tools, improved impact-based forecasting capacities, and enhanced integration of scientific evidence into policy processes. Within this context, ongoing initiatives under technical cooperation frameworks—including the Regular Programme of Technical Cooperation (RPTC), the Development Account, and the Korea-ESCAP Cooperation Fund (KECF)—aim to support member States in advancing multi-hazard risk assessment, impact-based forecasting, and sector-specific climate risk analysis. In parallel, there is a growing demand for evidence-based policy guidance on emerging priorities such as ocean-climate resilience and climate risks to critical infrastructure, including tailings management facilities. To support these efforts, the engagement of a consultant is required to contribute technical expertise in geospatial analysis, tool development, capacity building, and policy-oriented research, ensuring that analytical outputs are translated into practical solutions tailored to the needs of member States and regional stakeholders. Responsibilities: Under the direct supervision of the Economic Affairs Officer, Disaster Risk Reduction Section and guidance of the Chief, Disaster Risk Reduction Section, the Consultant will undertake 1) technical tool development and enhancement, 2) capacity building and technical training, 3) policy research and knowledge products, 4) workshop design and facilitation, and 5) technical analysis and reporting.

Advanced degree in international studies, social development, environment, political sciences, economics or related areas. • Demonstrated experience in geospatial risk analysis, including hazard, exposure, and vulnerability assessments across multiple hazards (e.g., floods, droughts, tropical cyclones, seismic risks). • Proven experience developing and applying analytical tools or decision-support systems for climate or disaster risk (e.g., GIS-based platforms, forecasting tools). • Experience in supporting regional or national-level projects in Asia-Pacific, including collaboration with technical agencies such as National Hydrological and Meteorological Services (NHMSs). • Experience contributing to technical reports, policy briefs, or analytical outputs for policymakers.
