1) Strategic analyses of organized crime in requested countries (3 in total) and 1 sub-regional strategic analysis on the Eastern Caribbean are successfully conducted and completed in a timely manner (including methodology, desk research, stakeholder consultations). 2) A minimum of 6 national and 2 sub-regional workshops are successfully facilitated with relevant regional and national counterparts. 2) A minimum of 3 national multistakeholder workshops are successfully facilitated with relevant national and regional counterparts. 3) A minimum of 3 national and 1 sub-regional strategy drafts are produced with objectives, sub-objectives and activities following the approach of UNODC Organized Crime Strategy Toolkit and based on national priorities. 4) The Training-of-Trainers curriculum is successfully developed and disseminated to 1 country, leading to enhanced ability of States to develop gender and human rights-responsive policies against organized crime.

Duties and Responsibilities
The Caribbean region faces significant challenges from organized criminal groups, with both its location and its geographic features contributing to the complexity of the threat landscape. Violence caused by organized crime, including high rates of violence against women and girls, is more prevalent in the Caribbean - along with Latin America - than in any other subregion in the world. Furthermore, factors such as structural conditions, economic realities, societal inequality and social networks are driving high participation rates in organized criminal groups, amongst both men and women. The United Nations Convention against Transnational Organized Crime (UNTOC), which nears universal adherence with 194 Parties, is the key international instrument in the fight against organized crime. The importance of comprehensive and evidence-based strategies against organized crime has been stressed by the Conference of Parties in recent international resolutions, including Resolution 11/2 and Resolution 12/2 of the Conference of Parties to UNTOC and the Protocols thereto. The United Nations Office on Drugs and Crime (UNODC) plays a key technical assistance role in this regard and support States through its Global Programme on Implementing the Organized Crime Convention in developing comprehensive strategies against organized crime to implement UNTOC more effectively. In the past three years, the Programme has supported more than 20 countries and regional organizations across Asia, Africa, the Caribbean, Europe, Latin America and the Pacific towards the formulation and implementation of strategies against organized crime, including the government of Jamaica, which is planning to launch its national strategy in 2026. Building on this, UNODC is launching a regional project on strengthening comprehensive and inclusive strategic frameworks against organized crime in the Caribbean region. The project aims to support countries in the Caribbean region in developing and strengthening national and regional strategic frameworks against organized crime, to build capacity of Caribbean states in developing comprehensive, inclusive and context-specific policies against organized crime, as well as to facilitate inter-regional knowledge exchanges. To support the delivery of these technical assistance activities and development of tools, the Conference Support Section (CSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of UNODC is looking for a consultant who will support the design and delivery of the project.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in law, criminology, crime prevention, public administration, public policy, social or environmental sciences, or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of ten (10) years of relevant demonstrated experience on organized crime, criminal justice matters or public policy matters, including proven experience in the development of comprehensive policies and strategies against organized crime, is required; • Knowledge of transnational organized crime in the Caribbean, including emerging issues, is required; • Proven ability to produce high quality reports of publishable standard, including the use of visual presentation of data/ analysis is required; • Strong analytical, writing, editing and presentation skills are desirable; • Knowledge of the United Nations Convention against Transnational Organized Crime is desirable; • Experience in the usage of computers and office software packages (MS Word, Excel, Power-point etc.) is desirable; • Ability to operate effectively in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender is desirable; • Familiarity with the United Nations system and procedures is desirable.
Languages
• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
