Result of Service

Under the supervision of the Programme Management Officer, Sustainable Investment Unit, Mitigation Branch, Climate Change Division, the consultant will perform the following: 1.Seamless continuity and strengthened implementation of EmPower Phase II: : a. Ensure uninterrupted execution of UNEP’s responsibilities, including maintaining relationships with government partners, UN Women, and regional stakeholders. b. Oversee and coordinate the completion of ongoing activities under EmPower II, ensuring timely delivery of remaining outputs and adherence to UNEP’s quality standards. c. Provide consistent technical inputs on gender‑responsive energy and climate action to maintain programme momentum and uphold UNEP’s role as a key technical partner. d. Support final reporting, documentation, knowledge product completion, and project closing processes in line with UNEP and donor requirements. 2. Strengthened technical and strategic foundation for EmPower Phase III a. Support the development of analytical inputs, concept notes, and early design elements that inform the architecture of EmPower Phase III. b. Consolidate lessons learned, results, and evidence from EmPower Phase II to shape strategic directions, thematic priorities, and geographic focus for the next phase. c. Support and coordinate consultations with internal and external partners to ensure Phase III design is aligned with regional needs and UNEP’s mandate on climate, energy, and gender equality. 3. Enhanced resource mobilization and donor engagement for programme scaling a. Prepare high-quality resource‑mobilization materials including donor briefs, proposals, talking points, and technical notes, with particular emphasis on energy–finance–gender linkages. b. Coordinate with UNEP headquarters, regional offices, and UN Women to identify funding opportunities and support donor engagement processes. c. Strengthen UNEP’s visibility and positioning with development partners through clear communication of results, needs, and impact pathways. 4. Improved coordination and strengthened partnerships across the region a. Maintain effective communication between UNEP, UN Women, national focal points, civil society partners, and technical experts to support coherent regional implementation. b. Identify and nurture strategic partnerships that can support Phase III, including government counterparts, financial institutions, private‑sector actors, and development partners. c. Provide regular internal updates and briefings to ensure shared understanding of progress, challenges, and opportunities across all implementing partners. Performance indicators: Efficient completion of the deliverables as stipulated and evaluated by UNEP for completeness and quality.

Duties and Responsibilities

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Our mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. UNEP’s Regional Office for Asia and the Pacific, located in Bangkok, geographically serves 41 countries across the region to promote and implement sustainable development solutions. It works in close partnership with key stakeholders including governments, the private sector, civil society, and other UN agencies. The low-carbon transition and social transformation required to solve the climate crisis pose significant opportunities to redress gender inequalities and promote human rights. By placing women and other marginalized groups at the centre, this transition can advance gender justice and occur more quickly with empowered women and marginalized groups acting as change agents. From 2018 to 2022, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and the United Nations Environment Programme (UNEP) worked together through the first phase of the EmPower: Women for Climate-Resilient Societies project to accelerate gender-responsive and human rights-based climate action across Asia and the Pacific with a focus on Bangladesh, Cambodia and Viet Nam. Building on the first phase of the project, UNEP and UN Women are scaling up the work in its second phase starting 2023. EmPower Phase II will leverage a variety of tools, methodologies, and empirical data to implement existing plans and policies for gender-responsive, human rights-based climate action. The project will expand the scope for women and other marginalized and gender-diverse groups to shape decisions and build resilience, including through new access to finance, technology, and renewable energy as a driver of better livelihoods. As EmPower Phase II enters a critical implementation period—while preparation for an expanded Phase III is underway—UNEP requires strengthened in country technical, coordination, and resource mobilization capacity in Bangkok. Dedicated expertise is essential to ensure continuity, maintain institutional knowledge, and uphold the high quality of delivery expected under the joint UN Women–UNEP initiative. To sustain momentum, the project requires a consultant with strong interdisciplinary knowledge spanning renewable energy, gender-responsive climate action, and innovative finance. This expertise is vital for supporting ongoing work on gender inclusive energy access, integrating human rights based approaches, and strengthening women’s leadership in climate related decision-making. The consultant will play a key role in coordinating and finalizing remaining deliverables under EmPower Phase II, including project closing tasks, partner engagement, knowledge product development, and monitoring of results. In parallel, the consultant will support UNEP’s strategic positioning for resource mobilization and the design of EmPower Phase III, enabling the programme to scale its impact and respond to emerging priorities in the region. This will require strong project management capabilities, experience in donor engagement, and the ability to translate technical content into compelling, evidence based proposals aligned with global climate, energy, and gender equality agendas. Given the complexity of the work and the multi-country, multi-partner nature of the programme, dedicated technical capacity in Bangkok is essential to ensure smooth coordination with UN Women and UNEP country offices, provide consistent support to government and civil society partners, and maintain operational efficiencies. The consultant will therefore be instrumental in ensuring a seamless transition, sustaining ongoing interventions, and strengthening UNEP’s long-term engagement on gender responsive climate and energy action across Asia and the Pacific.

Qualifications/special skills

• Advanced degree (Master’s or higher preferred) in management, finance, economics, sustainable finance or a closely related field. • Additional academic background or coursework in renewable energy, climate‑resilient technologies, or energy systems is strongly desired. • Minimum of 10 years of relevant work experience in the fields of renewable energy, sustainable energy transitions, or climate change mitigation/adaptation, preferably with exposure to gender-responsive or human-rights‑based approaches. • Demonstrated experience in sustainable finance, climate finance, or resource mobilization, including preparation of donor proposals, concept notes, and analytical inputs for funding initiatives. • Proven track record in project management, including project implementation, coordination of multi-stakeholder initiatives, and preferably project closing or completion of donor‑funded projects. • Experience working within or in collaboration with UN agencies, international organizations, government institutions, civil society, or development partners in Asia and the Pacific is highly desirable • Strong experience in coordinating regional or multi-country programmes, with ability to engage effectively with technical experts, government counterparts, and diverse stakeholder groups. • Familiarity with gender equality frameworks, gender‑responsive climate action, or social inclusion approaches is an asset. • Experience in developing or contributing to knowledge products, technical reports, policy briefs, or analytical studies related to climate, energy, or finance • Ability to and experience in producing well written, analytical reports in English • Must have sound analytical and communication skills • Ability to work under pressure and time constraints.

Languages

• English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
