Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The position of Chief of Unit (CoU) Movement Control, P-4 is located in the Office of the Chief Supply Chain Management at UNSOH. The Chief CoUMovement Control is under the direct supervision of the Chief Supply Chain Management.
Responsibilities
Within delegated authority, the Chief of Unit, Movement Control, P4 is responsible for the following duties: • Provides effective and timely execution, oversight, and management of delivery planning activities; • Ensures effective and timely coordination of diverse delivery and movement planning requirements to and from peacekeeping missions in the field while taking into account the quantities required, delivery timelines, cost estimates, delivery locations, existing freight contracts and prioritization based on urgent requirements. • Proposes, prepares, monitors and advises on the implementation of the delivery plans to ensure timely arrival of uniformed contingent personnel and commodities to their destination; • Optimizes the supply chain network and delivery modalities through the analysis of modes of transport, regional hubs, warehousing, staging areas, port management, host country agreements, customs clearance procedures and third-party suppliers; • Liaises with Police Contributing Countries (PCCs) and Troop Contributing Countries (TCCs) to plan movements of police and military personnel and Contingent Owned Equipment (COE); • Analyses inbound delivery process; identifies supply chain bottle necks and provides solutions; • In collaboration with Aviation Unit, plans the utilization of air assets to ensure efficient and effective transportation or personnel and cargo within the mission area by air; • Plans and coordinates the booking, handling, embarkation and disembarkation of passengers and cargo on mission aircraft; • Provides leadership and work direction to assigned work team, and mentors and supervises the work of new/junior officers; serves as a first-level supervisor of a small organizational entity. • Provides advice to the Strategic Support Service regarding the appropriate use of delivery terms in systems contracts; • Plans freight requirements for UN Owned Equipment (UNOE) related to purchase orders; • Participates in consultations with representatives of the principal components on satisfying the urgent needs of field missions. • Leads on the development of delivery planning policies, guidelines and procedures and reviews them periodically. • Oversees the preparation of long-term Strategic and Annual Supply Chain Delivery Plans • Assists in assessing human resource needs and recruits staff for the Unit taking due account of geographical and gender balance and other institutional values • Participates in preparation of the programmatic/administrative tasks necessary for the functioning of the Unit including, assigning and monitoring performance parameters, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews and evaluation of candidates for job openings; • Performs other duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, supply chain, transportation or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Certification in Dangerous Goods transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required. Certification in project management is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in transport operations, freight forwarding, supply chain, logistics or related field is required. A minimum of five (5) years of experience in at least two modes of transport (air, sea, road, and/or rail), including planning and executing international, large scale and complex personnel and cargo movement operations is required. At least two (2) years of experience supervising a multicultural team in hardship conditions is required. Experience in cargo preparation in accordance with Dangerous Goods regulations is required. Experience working in a field operation (inclusive of peacekeeping mission, special political missions, agencies, funds and programmes), or comparable setting is desirable.
