Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). This position is located within the Life Support Services Section (LSSS) within the Office of the Chief Service Delivery, UNSOH. The Contracts Management Officer reports to the Chief LSSS or her/his delegate.
Responsibilities
Within delegated authority, the Contracts Management Officer will be responsible for the following duties: • Supports Technical Units in drafting and negotiating UN contracts in line with applicable UN terms, templates, and policies, including contributing to Statements of Work (SoW), evaluation criteria, technical evaluations, and contract negotiations; • Monitors and manages contract performance against agreed obligations, identify and mitigate risks in collaboration with stakeholders, and support contract close-out through assessments and proper handover of records and documentation. • Plays a pivotal role in the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to acquisition planning, delivery planning, contract compliance and performance management. • Coordinates alignment of budget and supply chain management plans. • Initiates actions and monitor procurement process, taking into account different sourcing options, including global and regional systems contracts, local market and other conditions, logistics forecasting, inventory holdings, consumption patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements. • Ensures full implementation by Contractors of Quality Management protocol, and takes the lead in addressing necessary corrective actions • Participates in the development of risk assessments and risk management plans, including mitigating measures. • Develops contract compliance checklists and implementation plans. • Participates in the assessment of contractor performance, including advice and action to address instances of poor performance and/or non-compliance with contractual obligations. • Contributes to and monitor the execution of internal controls over acquisition and inbound delivery activities and support functions. • Ensures the enforcement of UN contracts in consultation with the Mission, Procurement and UN Headquarters stakeholders, as appropriate. Liaises with other departments, including the Office of Legal Affairs, in relation to handling of claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies. • Within the terms and conditions of the contract, works towards resolution of conflicts or performance issues arising in cases of poor performance and/or non-compliance with contractual obligations. • Drafts relevant audit responses, as required. • Prepares integrated, timely and accurate reports to monitor and track all aspects of the Mission supply chain to ensure an uninterrupted supply of goods and services. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, supply chain management, engineer, engineering, law or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Professional certification in supply chain (CSCP), Supply Chain Operations Reference (SCOR-P), MCIPS, or equivalent is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in supply chain, project/contract management, logistics support and/or procurement of global service contracts are required. At least two years of experience in managing goods and support service contracts in support of or in a field operation of the United Nations Common System or a comparable international organization is required. Experience with MRP (Materials Requirements Planning), ERP (Enterprise resource planning) e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable. Familiarity with the eRMS (electronic Rations Management System) and the eFMS (electronic Fuel Management System) and related reports generate by both systems is desirable. Experience in supply chain or logistics with UN Common System or comparable international organizations is desirable. Experience with data analysis and business intelligence reporting is desirable.
