Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Green Growth Knowledge Partnership (GGKP) is a global community of policy, business, and finance professionals and organisations committed to collaboratively generating, managing, and sharing knowledge on the transition to an inclusive green economy. The GGKP is led by UNEP, the Global Green Growth Institute (GGGI), the Organization for Economic Co-operation and Development (OECD), United Nations Industrial Development Organization (UNIDO), and the World Bank). The mission of GGKP is to empower government decision makers, companies and financial institutions with evidence-based knowledge that can best support them to contribute effectively to the green economy transition. The GGKP provides its best practice knowledge management services through its three core platforms, the Green Policy Platform, the Green Industry Platform, and the Green Finance Platform. GGKP is executing the Communications, Coordination, and Knowledge Management (CCKM) Child Project of the ‘Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States’ (ISLANDS) Programme, a five-year initiative funded by the Global Environment Facility (GEF) and designed to support 33 Small Island Developing States (SIDS) in transitioning to a safe chemical development pathway. Tailored to the unique challenges faced by SIDS, the Programme is composed of seven child projects spanning across four geographical regions: the Atlantic, the Caribbean, the Indian Ocean and the Pacific. It aims to strengthen SIDS country’s capacity to manage the flow of chemicals, products, and materials into their territories while unlocking resources for the long-term and integrated management of chemicals and waste. The purpose of this consultancy is to design, validate and operationalize a harmonized Monitoring and Reporting (M&R) framework for the GEF ISLANDS programme, to be used by all child projects for progress tracking and reporting. The ultimate goal is to enable aggregation and demonstration of results at the programme level, while supporting learning, adaptive management and accountability to the GEF and other stakeholders. The specific tasks related to this assignment will be under the supervision of the GGKP Coordinator and in close consultation with the CCKM team, and will include: a) Inception and Analytical Review: • Conduct an inception meeting with GGKP and relevant programme stakeholders to share the objectives of the consultancy, key milestones and planned consultations. • Review logical frameworks of the ISLANDS global and regional child project, existing mapping and previous proposals, progress reports delivered to date, applicable GEF 7 core indicators and tracking tools as well as monitoring and reporting frameworks developed for similar GEF programmes. • Collect information about current monitoring and reporting methodologies across the ISLANDS child projects, as well as about potential challenges. • Identify overlaps, potential gaps and inconsistencies in existing indicators, reporting formats and methodologies. b) Design of the ISLANDS Monitoring & Reporting Framework • Develop, in consultation with UNEP and regional teams, a harmonized Monitoring and Reporting framework applicable across all ISLANDS child projects, building on existing monitoring and reporting frameworks developed for other GEF programmes on chemicals and waste as relevant. This includes: - A core set of programme-wide indicators. - Associated targets, baselines and timelines. - Means of verification and data sources. - Measurement methodologies and frequency of reporting. • Ensure alignment with: ISLANDS Theory of Change, regional projects and realities, GEF-7 reporting standards. c) Consultations and validation • Engage with key stakeholders (GGKP/CCKM, implementing agencies, executing agencies, M&R experts from similar GEF-funded programmes) to present the draft framework, collect written and verbal feedback, and validate indicator definitions and data collection approaches. • Revise and finalize the framework based on consolidated feedback. d) Development of Reporting Tools and Guidance • Develop standardized reporting templates, including narrative progress reporting, indicator tracking tables, data quality and verification notes. • Prepare clear reporting guidelines explaining: indicator definitions and calculation methods, roles and responsibilities, reporting timelines and quality assurance processes. e) Piloting and Capacity Building • Design and deliver online training sessions (webinars and/or recorded materials) for child project teams on: the ISLANDS M&R framework, use of templates and reporting tools, common challenges and good practices. • Pilot the application of the monitoring and reporting framework, providing continuous guidance to and collecting feedback from the relevant teams in that process. • Incorporate participant feedback to refine tools and guidance where necessary.
Qualifications/special skills
Advanced University degree (master's or equivalent) in environmental management, international development, public policy, monitoring and evaluation or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. Minimum of 5 years of relevant professional experience in the field of monitoring, evaluation, reporting and results‑based management for international development and in the context of environmental programmes, in particular those focused pollution, chemicals and waste. Ability to translate complex monitoring requirements into practical, user-friendly reporting tools and guidance. Demonstrated ability to collect, manage, analyze and synthesize qualitative and quantitative data from multiple sources in the context of programme‑level monitoring and reporting, ensuring data consistency, quality assurance and usability for aggregated results reporting. Experience working with GEF‑funded projects or programmes, including familiarity with GEF‑7 results frameworks, core indicators and reporting requirements Experience designing or revising programme‑level monitoring and reporting frameworks that align multiple projects under a common results framework Excellent organizational and time‑management skills, with the ability to deliver high‑quality outputs under tight timelines.
Languages
English and French are the working languages of the United Nations. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language, in particular French and/or Spanish, is an advantage.
