Org. Setting and Reporting

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA's services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.UNRWA is funded almost entirely by voluntary contributions. The incumbent of this post is responsible to the Head Field Human Resources Office, P4 and supervises staff assigned to the HR Career Management Division. The incumbent of this post directly supervises a number of professional and general services staff members and/or other personnel.7-22

Responsibilities

Manages, supervises and monitors the work of the Human Resources Career Management Division, including training, career development, performance management and recruitment; assists in the development of the annual human resources plan to ensure that all staffing needs are forecasted and met; ensures succession planning is executed and managed reassignment process is incorporated into the overall staffing plan; Oversees the implementation of strategies for the efficient hiring and placement of staff ensuring the timely recruitment process and preparation of assessment tools; guides hiring managers on job reviews and development of post descriptions; chairs recruitment panels as requested and makes recommendations to the Field Office Director; ensures that job offers for successful candidates are issued in a timely manner; reviews and recommends level of remuneration for consultants; Oversees performance management in the field, ensuring the standardization of fair and equitable evaluation of all staff members; analyzes performance management trends and advises managers accordingly; incorporates performance management into the career development of staff; Coordinates and oversees the preparation and delivery of training and development programmes to build the capacity of field staff; Oversees the integration of career development, training and performance management into the HR plan; uses the information gathered from these three sources to provide advice to staff members on their careers and how to reach their career goals; Performs other duties as may be assigned by the supervisor.

Work Experience

At least seven years of progressively responsible and relevant experience in human resources and general administration, is required. Of which at least three years in a supervisory position, is required. Experience or training in the use of personal computers and in operating standard software applications such as MS-Word, Excel, Access, is required. Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 1 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade 17 the monthly salary will start from USD 2,504.35 (Monthly Salary 1,705.6 + Special Occupational Allowance 37.04% of basic salary amounting to USD 631.75 + Supplementary Allowance USD 167) Other benefits: Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
