Result of Service
The consultant is expected to deliver the following results: • Strengthened Digital Impact ecosystem across UNRWA through effective implementation of digital skills, upskilling, innovation, and digital employment initiatives. • High-quality programme documentation, including concept notes, workplans, monitoring frameworks, KPIs, dashboards, analytical reports, and partnership briefs. • Established and strengthened partnerships with private sector entities, academic institutions, innovation hubs, donors, and digital employment platforms to expand digital livelihoods opportunities. • Improved coordination between HQ, Field Offices, and partners, ensuring alignment with DITID strategy and Agency priorities. • Enhanced monitoring, reporting, and evidence generation on digital skills, innovation, and digital economy interventions, including lessons learned and scalability recommendations.

Duties and Responsibilities
Specific Outputs/Tasks include but not limited to: 1 Digital Impact Programme Management and Coordination • Support and coordinate the design, implementation, and monitoring of Digital Impact programmes, projects, and initiatives across UNRWA fields. • Collaborate with senior leadership, unit heads, field leadership, employment teams, TVET, and career guidance stakeholders to ensure programmes are aligned with Agency goals. • Ensure effective operationalization of DITID Digital Impact strategies, including oversight of programme workplans, resources, teams, and delivery modalities. • Support the development and strengthening of Digital Hubs and digital upskilling initiatives. 2 Partnership Development and Stakeholder Engagement • Support the establish, and management, and strengthen partnerships with universities, technology providers, innovation hubs, private sector employers, donors, and freelancing/remote work platforms. • Engage with local, regional, and global partners to support digital ecosystem development and sustainability. • Contribute technical inputs to donor proposals, concept notes, briefs, and resource mobilization efforts. • Support the implementation of DITID’s donor and partner engagement strategies. 3 Digital Skills, Innovation, and Employment Pathways • Develop and enhance inclusive digital skilling and upskilling pathways for youth and adults, including curricula, training models, and employment or freelancing pathways. • Support initiatives promoting digital freelancing, remote work, entrepreneurship, and innovation-driven employment. • Identify emerging digital technologies, labour market trends, and innovation opportunities, translating them into actionable programme interventions. • Integrate innovation methodologies (e.g. design thinking, human-centered design) into programme design and delivery. 4 Monitoring, Evaluation, Reporting, and Evidence Generation • Develop and maintain monitoring frameworks, KPIs, dashboards, and tools to track programme performance and outcomes. • Analyze quantitative and qualitative data and prepare regular progress reports, analytical summaries, presentations, and success stories. • Document lessons learned, best practices, participant feedback, and recommendations for programme improvement, scaling, and sustainability. • Provide evidence-based inputs for internal learning, management decision-making, and external reporting. 5 Team support and Coordination • Support staff, consultants, and volunteers, as determined by programme workplans. • Coordinate with trainers, mentors, and implementing partners to ensure quality and consistency of delivery. • Foster collaboration across cross-functional and multi-disciplinary teams. 6 Other Duties • Perform other related duties as assigned by the supervisor in support of DITID objectives.
Qualifications/special skills
University degree from accredited educational institution in digital innovation, information technology, computer science, engineering, business administration, development studies or other related discipline. • Minimum 6 years of experience for a bachelor’s degree and a minimum of 5 years for a master’s degree of progressively responsible experience in digital innovation, digital skills development, technology for development (T4D), digital livelihoods, youth empowerment, or related areas. • Demonstrated experience in leading and implementing digital skilling, upskilling, innovation, or digital employment programmes. • Proven track record in establishing and managing partnerships with private sector entities, academia, and development organizations. • Experience in curriculum development, training design, monitoring and evaluation, or digital employment facilitation is an asset.
Languages
English and Arabic are the working languages of UNRWA. For this assignment, fluency in both Arabic and English are required.
Additional Information
CONDITIONS OF SERVICE • The consultancy is based in UNRWA HQA Amman - Jordan. • The selected candidate will receive a monthly remuneration that is equivalent to A16 Step 1 amounting to JOD 1,190.43 for every fully completed month. • The duration of the Contract is up to end of 2026, and the possibility of extension is subject to the availability of funds and continuing need and satisfactory performance. • As part of Digital Impact, Technology and Innovation Department (DITID)and digital workspace the role works under the overall supervision of the Head of IT Partnerships, innovation and Programs Support Section.
