About the Region
The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. MR is responsible for positioning UNOPS as a key development partner in the region through high-level engagement with regional bodies, UN coordination mechanisms, development banks, donors, and intergovernmental organizations. By fostering strategic partnerships and promoting operational excellence, the region supports country teams in delivering sustainable solutions to complex development, peace, and humanitarian challenges
About the Project Office
UNOPS supports both humanitarian response and early recovery in Gaza. Currently, UNOPS support in Gaza focuses on key humanitarian enablers, including on access, via the Security Council-mandated UN 2720 Mechanism and the Access Support Unit (ASU), humanitarian fuel and energy, and mine action. Operations are envisaged to continue in the coming period with a focus in line with the UNOPS mandate: (i) infrastructure construction and rehabilitation, (ii) procurement and (iii) project management.
Role Purpose

Under the direct supervision of the Lead Civil Engineer the Civil Engineer will provide the following deliverables:
Conduct site assessments and identify required civil works, maintenance, and repair needs.
Prepare technical assessment reports, including scope of work, feasibility analysis, and cost estimates.
Develop Bills of Quantities (BoQs), technical specifications, and detailed cost estimates for civil works projects.
Ensure engineering designs and works comply with applicable engineering standards, safety requirements, and local regulations.
Provide technical support during procurement and tendering processes, including bid review and technical evaluations.
Supervise contractors and service providers to ensure timely, cost-effective, and contract-compliant implementation of works.
Conduct quality assurance and inspection activities to verify compliance with technical specifications and material standards.
Monitor project progress through regular site visits and prepare progress and completion reports.
Identify implementation challenges and provide corrective actions and technical recommendations to management.
Ensure compliance with local building codes, environmental requirements, and UN safety protocols.
Promote and enforce occupational health and safety standards at all construction and maintenance sites.
Working modality:This is not a full-time position but rather an on-demand consultancy, with tasks assigned based on project needs.
The Civil Engineer will be engaged as required, depending on the scope and urgency of civil works in Gaza.
Functions / Key Results Expected
Assigned civil works / infrastructure projects implemented following the envisaged timeline, budget, in line with national construction legislation and UNOPS norms and standards.
Strong technical contribution to individual project development, including financial aspects.
Reports from meetings and site visits produced within 2 working days.
Provision of photo documentation illustrating the infrastructure activities on the site.
Timely, accurate and worthy contribution for all reports envisaged as standard project reporting.
The effective and successful achievement of results by the civil engineer directly impacts on achievement of the projects and consequently reinforces the visibility and image of UNOPS as an effective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.

Required
- A First level university degree (e.g., Bachelor's) in Civil Engineering or related field is required. A master's degree in Cilvil Engineering or related field will be an asset and may compensate for 1 of the required years of experience.
Experience Requirements

A minimum of two (or less depending on academic credentials) years of relevant professional civil engineering experience is required
Strong computer skills and advanced working knowledge of Microsoft Office is required.
Experience in civil works design and construction, supervision and/or implementation of buildings construction and reconstruction for construction projects is required
Knowledge of a CAD software is required.
Desired
Advanced working knowledge of google forms is an asset
Project Management knowledge & skills are an asset
Familiarity with FIDIC Contracts is desirable
