Field-Based Consultant (In-Person)

• Adapted online and in-person training modules and materials for SALW Fellowship participants in the Africa region, including French-language content. • Developed monitoring and impact-tracking tool, including data input and monitoring support for individual projects undertaken by the 2026 SALW Fellowship cohort. • Detailed workplan prepared for the implementation of in-country training activities in Togo and Benin. • Background document produced in French highlighting recent trends and dynamics related to illicit SALW in the Africa region. • Effective coorination and implementation support provided for the in-person training activities. • Facilitation of at least two capacity-building sessions in each country. • Monitoring and evaluation activities conducted for the training programme, including analysis of outcomes and participant engagement. • Comprehensive report prepared on the training activities, including participant feedback, key findings, lessons learned, and recommendations. • Final consultancy report submitted summarizing achievements, challenges, and strategic recommendations for future programme implementation. • Article and web story prepared highlighting the achievements and impact of the SALW Fellowship Training Programme.

Lome-Togo and Ouidah-Benin

Under the supervision of the Director of the United Nations Regional Centre for Peace and Disarmament in Africa and the Programme Officer of the United Nations Office for Disarmament Affairs, the consultant will be responsible for the following duties: • Develop and maintain a monitoring and impact-tracking tool to monitor progress in the implementation of activities and individual projects undertaken by the 2026 SALW Fellowship cohort. • Support the adaptation and delivery of online and in-person training modules and materials tailored to the specific needs and priorities of SALW Fellowship participants in the Africa region, including French-language content. • Conduct research and prepare background materials on emerging trends and dynamics related to illicit SALW in the Africa region. • Facilitate capacity-building sessions on SALW control, including regional dynamics, legal and policy frameworks, implementation challenges, best practices, and practical arms control measures in Africa. • Maintain effective coordination and liaison with SALW Fellowship participants, national authorities, regional and international organizations, civil society organizations, and other relevant stakeholders, as required. • Plan, coordinate, and support the implementation of in-country training activities in Togo and Benin, ensuring effective engagement with relevant partners and participating institutions. • Contribute to the monitoring and evaluation of programme activities and provide recommendations to strengthen programme delivery, impact, and sustainability. • Prepare detailed mission reports, training summaries, final consultancy reports, and communication materials, including lessons learned, recommendations, and a web story highlighting the achievements of the SALW Fellowship Training Programme.

• Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, humanitarian affairs, business administration, management, or a related field is required. • A minimum of five years of relevant professional experience in conventional weapons and ammunition control, including at the regional and sub-regional levels, is required. • Experience in research and analysis related to conventional weapons and ammunition control in Africa, including at the regional and sub-regional levels, is required. • Proven analytical, research, drafting, and communication skills are required. • Experience supporting multilateral processes and initiatives related to conventional arms control is desirable.

English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in both English and French is required. Knowledge of another official United Nations language is desirable.
