The Position:
The Programme Analyst: GBV/IMS plays a critical role in strengthening the quality, accessibility, and utility of data related to Gender-Based Violence (GBV) programming within the UNFPA Country Office. S/he is the technical focal point for the effective operation, management, and security of the GBV Information Management System (IMS) and is responsible for ensuring that GBV programme data is collected, analysed, and reported in a timely, ethical, and safe manner.
In a challenging operating environment like South Sudan, accurate, timely, and safe data is essential for effective programming, resource allocation, and accountability in the critical area of GBV response and prevention. The Programme Analyst will make a vital contribution by ensuring data integrity and its strategic use to inform life-saving interventions for women and girls.
Under the direct supervision of the M&E Specialist, the Programme Analyst: GBV/IMS will be responsible for managing the GBV data stream within the Country Office. This includes overseeing the technical and operational aspects of the GBV IMS, supporting partners on data collection protocols, analysing GBV programme results for monitoring reports, and ensuring that all data activities comply with the highest ethical and safety standards for working with sensitive survivor data.

Job Purpose:
The Programme Analyst, GBV/IMS, plays a crucial and strategic role within the challenging operational environment of South Sudan, where the integrity, timeliness, and ethical management of Gender-Based Violence (GBV) data are vital for effective humanitarian response. This function is essential for translating sensitive raw information into strategic intelligence, thereby ensuring that life-saving interventions for vulnerable women and girls are evidence-based, targeted, and maximally effective. The role serves as a pivotal contributor to informed decision-making and maintaining accountability within the critical sector of GBV response and prevention.
Under the direct supervision of the Monitoring and Evaluation (M&E) Specialist, the Programme Analyst acts as the central focal point for the entire GBV data stream within the Country Office, covering a comprehensive set of technical, operational, and coordination tasks. A core responsibility is assuming full technical and operational oversight of the GBV Information Management System (IMS), ensuring its architecture is robust, secure, and compliant with global standards, including necessary system maintenance, troubleshooting, and coordinating upgrades. Furthermore, the Analyst is responsible for capacity development by providing high-quality technical support to implementing partners and field teams. This involves designing and enforcing strict data collection protocols, tools, and methodologies, as well as conducting regular training on ethical data collection, informed consent, and accurate entry into the IMS to ensure consistency and accuracy across all operational areas.
A crucial function involves the analysis of GBV programme results through the routine generation of analytical reports, dashboards, and programmatic summaries for internal monitoring, donor reporting, and external coordination mechanisms. This requires interpreting complex quantitative and qualitative data to identify trends, geographical hotspots, service gaps, and programmatic impact, thus informing adaptive management and evidence-based advocacy. Given the highly sensitive nature of survivor data, the Analyst is the guardian of ethical standards, rigorously ensuring all data activities comply with the highest international ethical and safety guidelines (e.g., "Do No Harm" and the GBVIMS Guiding Principles), including strict adherence to data protection, confidentiality protocols, and disaggregation practices.
Finally, the Analyst facilitates inter-agency coordination by actively representing the Country Office in relevant data and information management working groups, contributing to standardizing data systems and ensuring aggregated, anonymized data is shared to foster a comprehensive, sector-wide understanding of the GBV situation and response in South Sudan.

Master’s degree in Information Technology, Statistics, Demography, Public Health, Social Sciences, or another related field.
Languages:
Fluency in oral and written English is required. Knowledge of Arabic is an added advantage. Working knowledge of another UN Official Language, an asset.
