Background
The United Nations Development Programme (UNDP) is a UN agency that works in about 170 countries and territories, helping eradicate poverty, reduce inequalities and exclusion, and build resilience. It thereby helps them sustain progress and achieve Sustainable Development Goals. In Ukraine, UNDP operates in three programme priorities: Democratic Governance and Inclusive Social Fabric, Inclusive and Sustainable Economic Recovery and Growth, and Sustainable Environment and Energy Transformation.
Since the start of the hostilities in 2014 and the full-scale invasion in 2022, UNDP in Ukraine has been present on the ground, through its hubs around the country, supporting regional and local authorities and civil society partners in their emergency response and crisis management.
Lessons from the past years informed the development of UNDP’s Country Programme Document (2025-2029) and the scale-up of UNDP’s area-based work in Mykolaiv in partnership with the Government of Denmark. The programmatic pillars of reconstruction, returns, resilience and reforms, are focused on ensuring community recovery and creating conditions for the return to a development pathway in Ukraine.
Addressing the country’s complex reconstruction and recovery requires a holistic, systems-based response that empowers all parts of society — including government, local authorities, the private sector, and citizens — with the capacity and resources to respond effectively. To ensure a whole-of-society approach, the framework offers an integrated, participatory, and inclusive methodology to advance recovery in communities most affected by the war.
In this context, the Environmental Analyst will serve as a key technical and coordination focal point, ensuring that water quality monitoring and waste-management activities comply with national standards, are effectively implemented and coordinated with relevant stakeholders, and support the project’s delivery in an efficient, sustainable, and gender-responsive manner.
Duties and Responsibilities
I. Ensure Environmental Policy Alignment, Regulatory Compliance and System Development Leadership
• Lead the alignment of all project environment related activities with national policies, including the Law of Ukraine No. 2973-IX on the State Environmental Monitoring System, Water Framework Directive (2000/60/EC), Cabinet of Ministers Resolution No. 758 on the procedure for conducting state water monitoring and Cabinet of Ministers Resolution No. 663 on waste management planning.
• Provide authoritative oversight of relevant legislation, technical standards, institutional mandates, and regulatory requirements, ensuring full compliance across all planning and modernization interventions.
• Develop high-quality policy briefs, analytical products, and recommendations ensuring compliance with national and international regulations and incorporation of best international practices.
• Lead the development of policy-level guidance for hromadas and oblast authorities on developing and modernization of the water quality monitoring and waste management systems.
• Support selected hromadas in the development of the environmental monitoring plans and provide recommendation on implementation
II. Lead Strategic Partnerships and Stakeholder Engagement
• Lead and maintain strategic engagement with key regional partners, the Department of Ecology of the oblast, Mykolaiv Regional Water Resources Office, contractors, and hromada administrations, and contribute to the communication with the Ministry of Economy, Environment and Agriculture, State Agency of Water Resources, and State Environmental Inspectorate.
• Oversee and guide technical consultations for water monitoring posts and system design, laboratory upgrades (facility and required equipment), environmental screening, and waste management planning.
• Lead stakeholder engagement processes with communities and local authorities to ensure inclusive consultation and validation of environmental planning outputs.
• Establish and strengthen collaboration with state authorities such as State Agency of Water Resources, State Environmental Inspectorate, scientific institutions, laboratories, NGOs and environmental experts to ensure methodological quality of screening, sampling, data analysis, and technical assessments.
• Ensure systematic documentation, analysis, and integration of stakeholder feedback into project deliverables and decision-making.
• Collaborate closely with ABR thematic experts to ensure sustainability and institutionalization of environmental systems and management plans supported by the Programme in the target oblast.
III. Ensure Effective Coordination, Delivery Oversight and Operational Support
• Liaise closely with technical and engineering teams and other team members to ensure that environmental and social standards are reflected in the design, implementation, and equipping of facilities under related Programme Activities.
• Oversee contractors’ and suppliers’ performance, ensuring timely delivery, quality assurance, and alignment with project requirements, while providing technical guidance and recommendations as needed.
• Lead monitoring of contractor and supplier performance from a community perspective, ensuring systematic capture of feedback, risks, and lessons learned.
• Provide technical oversight and guidance in procurement processes, ensuring compliance with SOPs and alignment with programme objectives.
• Contribute to procurement-related processes, including development of Terms of Reference, technical specifications, contract management, and participation in evaluation committees.
• Ensure effective planning and facilitation of coordination meetings and field missions, strengthening collaboration among stakeholders and UNDP teams.
• Contribute to preparing progress and monitoring reports, ensuring comprehensive coverage of environmental and social dimensions, with a strong focus on sustainability and inclusiveness.
IV. Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the thematic area(s).
• Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
• Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
• Participate in and ensure sound contributions to knowledge networks and communities of practice on project-related issues. Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for the dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
• Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.
V. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, and promoting a safe, enabling environment free of discrimination and abusive behaviour in line with corporate standards.
• Assist with ensuring the Programme contributes to the promotion of gender equality by reaching, involving, and benefiting both women and men.
• Use the principles of gender-responsive communications in line with the UNDP corporate standards.
• Be aware of relevant gender issues and concerns in the field of expertise.
• Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example.
• Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination.
• Assist with informing and briefing personnel and partners about corporate sexual harassment and sexual exploitation and abuse policies.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Project and the organization.
Institutional Arrangement
The Environmental Analyst works under the direct supervision of the Local Governance and Public Financing Specialist and overall oversight of the Head of the Area-Based Recovery; may supervise ABR Programme’s support personnel.
