THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

ICAO has recently completed several major Digital Transformation signature projects modernizing key organizational systems and processes. These initiatives have strengthened ICAO’s ability to support Member States, leverage emerging technologies, and enhance the management of its intellectual property and knowledge resources. Among these initiatives, the Standards and Recommended Practices (SARPs) & Document Management System (DMS) is a modern Electronic Document Records and Management System (EDRMS) to address inefficiencies in standards development and meet ICAO’s comprehensive document and records management needs. As an operational enterprise system, the SARPs/DMS continues to evolve in alignment with ICAO’s ICT Strategy and long-term modernization objectives.

Reporting to the Document Manager, the incumbent supports the ongoing management, maintenance, and enhancement of the SARPs/DMS systems, working closely with business and technical resources, stakeholders, and third-party vendors.
 

MAJOR DUTIES AND RESPONSIBILITIES

Function1 (incl. Expected results)

Serves as Project Manager for the ongoing management and enhancement of the SARPs/DMS systems, achieving results such as:

  • Develop and manage work plans, schedules, and resource coordination activities related to system maintenance, upgrades, and continuous improvement initiatives.
  • Identify operational and system-related risks and prepare appropriate risk mitigation plans.
  • Coordinate activities with stakeholders to support system enhancements and the preparation of related communications.
  • Monitor progress of enhancement requests and operational tasks, identify potential issues, and propose adjustments for senior management consideration.
  • Conduct coordination meetings, prepare meeting records, and ensure system documentation, operational procedures, and change records are accurate and up to date.
     
Function 2 (incl. Expected results)

Coordinates effective Team Operations throughout the lifecycle of the SARPs/DMS evolution, achieving results such as:

  • Coordinate team activities, monitor task completion, and provide logistical and operational support to team members involved in system maintenance and enhancement activities.
  • Contribute to fostering a collaborative and productive team environment that supports ongoing system operations.
  • Ensure the availability of tools, templates, and resources required for effective delivery of operational and enhancement activities.
  • Support the resolution of routine operational issues within the team, referring complex matters to appropriate technical teams.
     
Function 3 (incl. Expected results)

Manages AI-Enabled systems in SARPS/DMS, achieving results such as: 

  • Manage document management systems and AI-related agents.
  • Ensure AI-related activities have clear controls, integrity and acceptance conditions.
  • Track usage, quality of answers and ensures a continuous service at the highest quality
     
Function 4 (incl. Expected results)

Leads Stakeholder Engagement, Change & Communications, achieving results such as: 

  • Lead stakeholder engagement and communication activities related to SARPs/DMS operations, enhancements, and AI-enabled changes.
  • Develop and maintain stakeholder engagement and communication plans.
  • Coordinate consultations, feedback collection, and follow-up actions with internal and external stakeholders.
  • Support transition of AI-enabled capabilities into operational use, including training and support readiness.
Function 5 (incl. Expected results)

Ensures Governance, Quality & Continuous Improvement, achieving results such as: 

  • Ensure SARPs/DMS activities, including AI-enabled agents, comply with ICAO governance, ICT policies, and project management standards.
  • Oversee the maintenance of documentation, decision records, risk registers, and change logs.
  • Support post-implementation reviews, lessons learned, and continuous improvement activities.
  • Monitor operational performance and enhancement outcomes, identifying improvement opportunities.
  • Promote good project management and delivery practices across the SARPs/DMS support environment.

Performs other related duties, as assigned.

 
QUALIFICATIONS AND EXPERIENCE
Educational background
Essential
  • A first-level university degree (bachelor’s degree or equivalent) in information systems, computer science, business administration, or a related field.
Desirable
  • PMP or PRINCE2 certification.
Professional experience 
Essential
  • A minimum of six (6) years of experience supporting or coordinating information management, digital systems, or business process solutions in an organizational environment.
  • Experience on maintaining, implementing or developing AI agents.
  • Experience participating in or supporting activities related to system operations, maintenance, enhancements, or user support.
  • Experience working with Microsoft 365–based platforms such as Dynamics 365, SharePoint Online, or workflow tools (e.g., Power Automate), including coordinating updates, supporting users, or contributing to process documentation.
  • Experience preparing system-related documentation (issues list, change control, reports, or communications for stakeholders.
Desirable
  • Experience working in an international or multicultural environment, ideally within the UN system or a similar intergovernmental organization.
  • Familiarity with Agile or iterative delivery approaches (e.g., Scrum, Kanban).
  • Experience coordinating training, onboarding, or user engagement for technology solutions.
Language Skill
Essential
  • Fluent reading, writing and speaking abilities in English.
Desirable
  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
     
CONDITIONS OF EMPLOYMENT

The duration of the assignment is one (1) year.Compensation is provided at a monthly rate ranging from CAD 7,562 to CAD 10,910.
