Purpose of consultancy
Under the supervision of the Technical Officer for Non-Communicable Diseases (NCDs) in the Universal Health Coverage and Disease Control (UHC-DC) Team, the incumbent will provide technical support to the management of noncommunicable diseases at the primary health care level.
Expected outcomes: To (1) monitor implementation of the NCD management model, (2) strengthen the Online NCD Reporting system, and (3) support VADP in revising the clinical guidelines for the management of NCDs.
Background
Non-Communicable Diseases (NCDs) are the leading cause of death in the world, including in Viet Nam. According to WHO estimates, deaths from NCDs in Viet Nam account for about 80% of total deaths. To reduce the burden of NCDs, WHO has been supporting Viet Nam in controlling risk factors such as tobacco, alcohol, and excessive use of salt.
For people with NCDs, WHO has been supporting a model for management of hypertension and diabetes at CHSs, applying the public health approach at commune health stations. The model has three important points: 1) simple protocols with specific medicines and doses are applied, 2) the Online NCD Reporting (ONR) system is used to measure progress at both patient and health facility levels, and 3) the system of preventive medicine oversees implementation of the model instead of hospitals. Currently, the model is being implemented in about 50% of commune health stations.
In 2026 and the coming years, the WHO will support the adaptation of the model for the management of a variety of NCDs with funds mainly from the National Target Program on Health Care and Population Development 2026-35. The purpose is to increase coverage of NCD management. The products produced by this consultancy will facilitate NCD management at the primary health care level.
This consultant will support development of the model and initial implementation.
Deliverables
Under the supervision of WHO officers, this consultant will work with the WHO Officers in implementing the model for the management of hypertension and diabetes in three provinces and in supporting the Ministry of Health, specifically the Viet Nam Administrative of Disease Prevention (VADP) and the Medical Service Administration (MSA). The consultant will also contribute to the revision of guidelines and regulations for NCD management at the primary care level. Specifically, the consultant will conduct the following tasks under the supervision of WHO officers:
Output 1: To monitor the implementation of the model for the management of hypertension and diabetes in some provinces in collaboration with public health institutes and VADP.
Deliverable 1: Reports on the implementation of the model for the management of hypertension and diabetes in 3 provinces.
Output 2: To strengthen the Online NCD Reporting system (ONR) to measure progress of NCD management at both patient and health facility levels in collaboration with the National Health Information Center (NHIC), VADP, Public Health Institutes, and provinces.
Deliverable 2: Periodic and ad hoc reports using ONR system data to be submitted to the MOH and partners
Output 3: To support VADP in revising the clinical guidelines for the management of NCD
Deliverable 3: The first draft of the clinical guidelines for management of NCDs
Output 4: Facilitate and coordinate monitoring of the implementation of the NCD model by VADP in 5 provinces, commencing in Q1 2027, with regular data tracking and reporting mechanisms in place.
Deliverable 4: A set of quarterly progress reports (4 per year) documenting implementation status, key indicators, challenges, and recommended actions across the 5 provinces.
Qualifications, experience, skills and languages
Education:
Essential: University degree in medicine, public health or health science
Desirable: Master’s degree or higher in public health or health science
Work Experience:
Essential: At least 4 years of relevant experience working in public health programs
Desirable:
- Familiar with the health information systems, applying software.
- Familiar with health data interpretation, data analysis, and monitoring program performance.
- Clinical experience in general medicine or internal medicine
- Previous experience working on non-communicable diseases.
- Experience working with WHO.
Skills and languages:
Essential: Written and spoken English and Vietnamese
Desirable: Project management skills
Location
Onsite in WHO Country Office, Hanoi, Viet Nam
Travel
The consultant is expected to travel to some provinces, if needed (for field trips and workshops)
The EU-UN cost norm 2022 will be applied to travel expense (per diem and travel costs)
Remuneration and budget (travel costs are excluded):
- Remuneration: The rate of national consultants at the VNM2 level in the EU-UN cost norm 2022 will be applied at $1,750 per month
- Expected duration of contract: 7 months, with possibility of extension
