Job Description

1.       Purpose of the Consultancy

This consultancy aims to support the completion of the Eastern Mediterranean Region's (EMR) component of the Eleventh Edition of the WHO Report on the Global Tobacco Epidemic (GTCR XI) including support for country data compilation and validation, report-related materials, and communication outputs, in line with the specified terms of reference.

2.       Background

The Tobacco Free Initiative (TFI) receives funding every two years to support the completion of the Eastern Mediterranean Region's (EMR) component of the WHO Report on the Global Tobacco Epidemic (GTCR). The upcoming cycle will mark the eleventh edition of this report. Its purpose is to monitor global, regional, and national trends in the tobacco epidemic and to assess progress in implementing measures aimed at reducing tobacco use.

3.       Planned timelines

Start date:  1 July 2026

End date:  30 June 2027

4.       Work to be performed

The consultant will undertake the following time-limited tasks during the project period, in close coordination with the TFI team, WHO EMRO, WHO HQ, and designated country focal points in the Ministries of Health and Finance:

A)      Country Sheet Development:

·         Provide technical input to the collection, compilation, and updating of country-specific data for GTCR XI.

·         Provide technical review of each country sheet in coordination with focal points and gathering supporting documentation to ensure completeness.

B)      System Data Entry

·         Access and update the relevant WHO system with the validated country data.

C)      Data Validation

·         Conduct technical cross-checking and validation of information with WHO EMRO, HQ, and national technical teams.

·         Document validation outcomes and resolve discrepancies.

D)     HQ Coordination

·         Liaise with WHO HQ to incorporate new directions or guidance into the country sheets and report preparation.

E)      Report Preparation

·         Update components of the 2025 GTCR report with newly available data for the 2027 release.

·         Ensure all supporting documents are compiled and submitted for report completion.

F)       Finalization and Sign-off

·         Facilitate the validation and sign-off process with national authorities.

·         Provide technical advice on report finalization activities as requested.

G)     Communication Materials

·         Draft and finalize materials for the GTCR XI release, including factsheets, Q&A documents, and press releases.

H)     Presentation Materials

·         Update existing PowerPoint presentations profiling each country.

·         Develop one consolidated regional PowerPoint presentation.

I)        Analytical Tools

·         Update the traffic light table to reflect the new validated data.

Key Outputs:

·         Validated and signed-off datasets ready for HQ analysis.

·         Communication package (factsheets, Q&A, press release).

·         Country sheets/and country presentations for all participating countries.

·         Updated traffic light table reflecting new data.

5.       Specific requirements

- Qualifications required:

·         Essential: First university degree in Public Health and/or related field 

·         Desirable: Master’s degree in public health and/or related field. Post graduate certificates/studies in data analysis and health promotion or any related field.          

- Experience required:

·         Up to 5 years’ experience working in tobacco control supporting the implementation of the WHO FCTC and monitoring of the tobacco epidemic through research related work in the field of tobacco control.

·         International experience/exposure is an advantage.

- Skills / Technical skills and knowledge:

·         Strong research track-record and ability to summarize and systematize complex information and follow up with countries is a must

·         Experience with both quantitative and qualitative data analysis

·         Demonstrated capacity for writing reports and case studies on tobacco control measures.

- Language requirements:

·         Expert knowledge of English (spoken and written) is a must.

·         Expert knowledge of Arabic is desirable.

6.       Place of assignment

·         on-site

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
