SSA - NCD Coordinator

Background
The WHO -MOH NCD Coordinator will be responsible for planning, coordinating, and monitoring MOH NCD-related policies, programs, and activities. The coordinator will work closely with government ministries and departments, civil society, church institutions, development partners and other stakeholders to support the implementation of the Tonga NCD Strategy and Action Matrix.
Job Description
The NCD coordinator will be under the direct supervision of the Country Liaison Officer Tonga. S/he receives technical guidance equally from the supervisor as well as the MOH counterpart. The incumbent is expected to work independently but can escalate complex issues and cases to the supervisor. Key responsibilities include:
- Program Implementation: Oversee and support the execution of NCD prevention and control programs, including MOH lead community-based initiatives and health promotion campaigns.
- Policy and Strategy Development: Assist in the formulation, implementation, and review of national NCD policies, strategies, and action plans.
- Capacity Building: Provide technical guidance and training to health professionals and community workers on NCD prevention and management.
- Monitoring and Evaluation: Work with the MOH members of the national M&E Taskforce to provide regular progress reports to the Taskforce for submission to the national NCD Committee
- Advocacy and Awareness: Support Health Promotion Unit in public awareness on NCD risk factors and encourage healthy lifestyle choices through various communication platforms.
- Coordination and Collaboration: Collaborate with the Health Promotion Foundation (TongaHealth) to promote multi-sectoral coordination, ensuring alignment between government ministries, non-governmental organizations (NGOs), private sector, and international partners.
- Resource Mobilization: Identify funding opportunities and develop project proposals to support NCD initiatives in collaboration with donors and partners.
- Secretariat Function: This role will be the Secretariat for the MOH NCD Steering Committee, hence has the responsibility to support the Chairperson to organize the meeting dates and venue, draft the agenda and take and circulate minutes to members.
- The incumbent will perform other duties as assigned by Country Liaison Officer.
Educational and experience requirements:
Education
Essential: University degree in Public Health, Medicine, Health Policy, or a related field.
Desirable: Master’s degree relevant to the field of work is an asset.
Experience
Essential:
- At least 4 years of experience in Public Health, Medicine, Health Policy, or a related field, with experience working at the national level.
Experience in stakeholder engagement and multi sectoral co-ordination.
Desirable:- Experience in engineering design, procurement and quality assurance of infrastructure related projects at HCF level.
- Experience in digital/web-based systems and survey tools. A strong understanding of climate change and health risk pathways is a plus factor.
Technical skills and knowledge
- Excellent communication with strong negotiation and advocacy skills.
- Ability to work independently and as part of a multidisciplinary team.
- Proficiency in report writing and computer skills, such as Microsoft office applications etc.
- Knowledge of WHO mandates and goals is considered an asset.

Details of the proposed position:
- Salary for this role will start from TOP 31,148 to TOP 46,721 pa. (equivalent to the Tonga Govt. Band I), subject to qualifications and experience.
- Duration of contract: 12 months initially, with potential extension.
- This role is subject to local recruitment and will be filled by Tonga nationals recruited in the local commuting area of the duty station.
